Pakistan: FBR team to brief PM on faceless system today

The Federal Board of Revenue (FBR) will brief Prime Minister Shehbaz Sharif today (Monday) on the implementation status of the faceless system on the Inland Revenue side, the transformation plan, and digital measures to reduce the tax gap of over one trillion rupees in 18 sectors.

Sources told Business Recorder that the FBR Headquarters remained open on Sunday to finalize the presentation for the Prime Minister. The tax authorities will brief Prime Minister Shehbaz Sharif on the implementation status of the Faceless system, use of AI for returns analysis, digital ecosystem and comprehensive proposals for human resource (HR) reforms, revamping and restructuring of the tax machinery.

According to sources, the integrity issues of the FBR’s filed formations are also under the notice of the PM.

The sales production in major industries would be completed by the end of December, as part of efforts to narrow the gap between actual and potential tax collection.

There is a tax gap of approximately Rs 1 trillion in 18 sectors, sources said.

The data revealed that the digital monitoring system had been fully installed in the sugar, cement, tobacco, tiles, and fertilisers sectors. The monitoring system was in the process of being installed in the textile, packaged water, packaged juice, and packaged milk sectors.

The purchase of equipment for the sectors of steel, poultry, and tires has been completed by October 15, while for tea, household electronics, leather, paper and board, and oil and ghee, the purchase will be completed by October 30

The PM office has directed the FBR to make a presentation to the Prime Minister on comprehensive proposals relating to HR reforms and the revamping and restructuring of the organisation. The restructured FBR will strengthen tax administration, enhancing transparency, and improving economic decision-making.

The high-level review meeting on the ongoing FBR reforms will be chaired by the Prime Minister.

Tax authorities will inform the PM on the digital ecosystem and focus on building an integrated system that connects the entire economic value chain – from the production and import of raw materials to manufacturing and, ultimately, consumer purchases.

The centralised data generated through the new system would be utilised for strategic economic decision-making.
