EU Council chief warns of ‘consequences’ of Israel’s UNRWA ban for key trade deal

The European Council President warned that Israel’s decision to ban the key UN aid agency for Gaza could result in the annulment of a deal establishing Israeli trade relations with Brussels, Reuters reports.

Israel passed a law on Monday banning the UN Palestinian refugee agency UNRWA from operating in the country, raising concerns about its ability to provide relief in Gaza after over a year of conflict between Israeli forces and Hamas fighters.

“The decision made by parliament in Israel, if implemented, to ban UNRWA in Israel is absolutely not acceptable and I cannot imagine that there would be no consequences on the EU side,” Charles Michel told reporters in Geneva.

“I can observe that more and more voices, including at the political level, the highest political level of the EU, are considering that the time will come to put on the table the Association Agreement between Israel and the EU,” he said.

French university cuts ties with Israeli institution over Gaza offensive

A French university has severed ties with an Israeli higher education institution, accusing it of having “warmongering” stances on the Gaza onslaught, French media has reported, sparking criticism from Paris, Al Jazeera reports.

The Institute of Political Studies [IEP] in France’s eastern city of Strasbourg cut ties with the Reichman University near Tel Aviv in June, local newspaper Dernieres Nouvelles d’Alsace reported on Wednesday.

Students and several teachers had backed the move over what its initiators called the Israeli institution’s “deeply warmongering” stances over the Gaza war, calling them “devoid of any humanist perspective”, it said.

IEP Director Jean-Philippe Heurtin told AFP he had been strongly opposed to severing ties, but members of the university board — which includes students — approved it in a vote.

“The decision is distressing,” French Foreign Minister Jean-Noel Barrot told the BFMTV broadcaster on Thursday. “It’s not this university that today is bombing Lebanon or Gaza,” he said.

Catastrophic conditions at Kamal Adwan Hospital after Israeli army destroys supplies

Eid Sabbah, the director of nursing at Kamal Adwan Hospital in northern Gaza, has described the situation inside the facility as catastrophic.

“The hospital has no medical teams — doctors, surgeons, orthopaedics. More than 33 people between doctors and nurses have also been arrested,” Sabbah told Al Jazeera.

The Israeli army has destroyed oxygen and electricity stations as well as the hospital’s main water pump and ambulances, Sabbah said.

“The things that we have are things that can’t keep people alive,” he said.

About 120 wounded patients are still inside, a third of whom need immediate surgery. But there are only three doctors left, including two graduates who are not able to operate, the doctor said.

Five days ago, a delegation from the World Health Organization arrived with a small amount of fuel for the generators to operate and some medical supplies, but “immediately after the delegation left the hospital on the same night, the Israeli army stormed the hospital, destroyed a lot of things inside, destroyed the medical supplies that we had received,” he said.

Israeli cabinet set to approve wartime austerity budget

Israeli cabinet ministers are to start voting on a long-awaited wartime budget for 2025 that will rein in spending and raise a host of taxes to pay for the military conflicts that have engulfed the country, Al Jazeera reports.

Israel’s offensives in Gaza and Lebanon have cost the country billions of dollars on spending for defence — for military equipment, compensation for those impacted and manpower after hundreds of thousands of citizens were called for reserve duty.

“Our security also depends on the economy. We cannot have a strong military if we have no way of financing it,” PM Benjamin Netanyahu said at the outset of a cabinet meeting before the budget vote, which could run into the night.

“There is no economy without restrictions. If you give to one place, you unfortunately need to take from another,” he said.

Israel’s settlers see sanctions relief if Trump wins US election

Israel’s settlers are closely watching the US election, a leader of the community said, expressing confidence that if Donald Trump wins he will lift what they see as illegitimate sanctions imposed on some of them for attacks on Palestinians.

As much of the world’s attention has focused on the onslaught in Gaza, growing violence by Israeli settlers against Palestinians in the West Bank and land grabs in the occupied territory have raised concern among some of Israel’s Western allies.

Washington and others have imposed asset freezes and banking restrictions on violent settlers, outposts and groups and urged Israel to do more to stop attacks they say undermine efforts to end the conflict.

Israel Ganz, chairman of the main Yesha settler council who has close ties with Prime Minister Benjamin Netanyahu, described the sanctions as interference in Israel’s legal system that would ultimately cause problems for the government.

End the killings: Al Jazeera demands protection for journalists in Gaza

Al Jazeera has issued the following statement:

Al Jazeera Media Network stands witness to the unprecedented, deliberate, and systematic targeting of journalists in Gaza and the region. As the Israeli Occupation Forces carry out their crimes, journalists continue to document a genocide that the world must witness. As a result, they have and continue to face grievous threats and paid the ultimate price in the line of duty.

“Over the past year, the war on Gaza has resulted in a devastating toll on journalism. Since the outbreak of the war, the Israeli Occupation Forces have methodically targeted and killed over 170 journalists, among whom are three Al Jazeera journalists: Samer Abu Daqqa, Hamza Al Dahdouh, Ismail Al Ghoul, along with many of their family members.

“These systematic attacks extend beyond individual tragedies; they constitute a calculated campaign to silence those who dare to document the realities of war and devastation and a direct assault on the fundamental right to information.

Al Jazeera Media Network continues to steadfastly report from Gaza. As the sole international media network present in Gaza, Al Jazeera has become the eyes and ears of a global audience witnessing the dire consequences of the war on the civilian population.

“The prohibition of international journalists from entering the war zone has curtailed the global understanding of the true cost of the war and its impact; making the Network’s role even more critical in providing essential coverage.”

Radiohead frontman clashes with pro-Palestinian heckler in Australia

Radiohead frontman Thom Yorke briefly walked off stage during an Australian concert after a verbal stoush with a pro-Palestinian heckler, AFP reports.

Yorke was performing a solo show night in Melbourne when a concert goer began chiding him about the mounting death toll in Gaza.

“How many dead children will it take for you to condemn the genocide in Gaza,” the heckler said.

In a frosty reply, Yorke accused the man of ruining the gig for other fans and invited him to “hop up” on the stage.

Hamas says will discuss any Gaza truce plan that leads to Israel withdrawal

A Hamas official has said that the group has not received any proposals for a Gaza ceasefire but will discuss any ideas that include an Israeli withdrawal, AFP reports.

“We have not officially received any comprehensive proposal. We are prepared to engage with any ideas or proposals presented to us, provided they ultimately lead to an end to the war and a withdrawal by the army from the (Gaza) Strip,” the official told AFP.

The official, who preferred to remain anonymous, added that Israeli Prime Minister Benjamin Netanyahu is obstructing truce efforts to push an agenda of “genocide, ethnic cleansing and displacement” made possible by the absence of US pressure.

“We have told the mediators that Hamas is ready if [Israel] agrees to a proposal for a ceasefire, complete withdrawal from the Gaza Strip, return of displaced people to their homes in Gaza, including the north, entry of sufficient aid for our people and a serious prisoner exchange deal,” he said, referring to ceasefire conditions Hamas has repeatedly brought to negotiations.

These include an Hezbollah pullback north of the Litani river, some 30 kilometres from the Israeli frontier, the Lebanese army’s deployment along the border, an international intervention mechanism to enforce the truce and a guarantee that Israel will maintain freedom of action in case of threats.

“Thanks to all the army’s operations these past months and particularly these past weeks… Israel can come in a position of strength after the entire Hezbollah leadership was eliminated and over 2,000 Hezbollah terrorist infrastructures were hit”, said Cohen, a former intelligence minister.

Scores still missing, rescuers scramble for survivors after Israeli strike on Gaza’s Beit Lahia

An Israeli air strike on a five-storey residential block in Beit Lahia in northern Gaza has killed nearly 100 people, according to Gaza’s civil defence agency, leaving rescuers scrambling for survivors, AFP reports.

A charred body with long hair hung from an upper-storey window and bodies in blankets were lined up in the street as stunned relatives sought to identify loved ones.

“The number of martyrs in the massacre of the Abu Nasr family home in Beit Lahia has risen to 93 martyrs, and about 40 are still missing under the rubble,” Gaza civil defence agency spokesman Mahmud Bassal told AFP.

“The explosion happened at night and I first thought it was shelling, but when I went out after sunrise I saw people pulling bodies, limbs and the wounded from under the rubble,” said Rabie al-Shandagly, 30.

“Most of the victims are women and children, and people are trying to save the injured, but there are no hospitals or proper medical care,” he told AFP.

UN chief writes letter to Israeli PM protesting UNRWA ban

UN Secretary General Antonio Guterres has sent a letter to Israeli Prime Minister Benjamin Netanyahu protesting a new law that could effectively cripple the UN agency responsible for aiding Palestinian refugees (UNRWA), AFP reports.

The ban is due to start in three months.

In the letter, which was seen by AFP, Guterres said the law could have “devastating consequences” for Palestinians in Gaza and the West Bank because there is no reasonable alternative to UNRWA for providing the aid and assistance these people need.

“I appeal to you and to the government of Israel to prevent such devastating consequences and to allow UNRWA to continue carrying out its activities in the Occupied Palestinian Territory, including East Jerusalem, in accordance with its obligations under international law,” Guterres wrote.

Guterres argued that under international law an occupying power must implement mechanisms for aiding the people living in that occupied territory. “Israel, as the occupying power, continues to be required to ensure that the needs of the population are met,” Guterres wrote.

“If Israel is not in a position to meet such needs, it has an obligation to allow and facilitate the activities of the United Nations, including UNRWA, and other humanitarian agencies, until the needs of Palestine refugees in the Occupied Palestinian Territory are met,” he added.

US voices concern on ‘horrifying’ Israeli strike in Gaza that killed children

The United States has voiced concern about a “horrifying” Israeli strike in Gaza that killed a large number of children and said it was asking its ally for answers, AFP reports.

“We are deeply concerned by the loss of civilian life in this incident. This was a horrifying incident with a horrifying result,” State Department spokesman Matthew Miller told reporters, pointing to “reports of two dozen children killed” in the bombing that destroyed the five-story block in Beit Lahia.

“We have reached out to the government of Israel to ask what happened here,” Miller said.

The “tragic cost to civilians” in the latest strike “is another reminder of why we need to see into this war”. Miller said.

“We are a year into the government of Israel’s military campaign in Gaza and Israel has decimated Hamas’s military capabilities, it has decimated Hamas leadership, it has through its military action ensured that Hamas does not have the ability to repeat the attacks of October 7,” Miller said.

Genocide is only possible because of impunity: Palestinian envoy to UN

Riyad Mansour, Palestine’s envoy to the UN, has demanded the Security Council act to protect civilians enduring more than a year of Israel’s attacks, Al Jazeera reports.

Mideast at ‘most dangerous juncture’ in decades: UN official

The UN’s special coordinator for Middle East peace warned that the region was at its “most dangerous juncture” in decades, as the onslaught between Israel and Iran-backed groups risked spiraling into a broader conflict, AFP reports.

“We have now entered the second year of this horrific conflict, and the region is on the verge of yet another serious escalation,” Tor Wennesland told the Security Council.

“Every effort — by all of us — must be made to de-escalate the situation and establish a different trajectory toward greater peace and stability in the region,” he said.

Over a year after Hamas’ unprecedented October 7 attack on Israel prompted the devastating offensive in Gaza, which has now extended to Lebanon, deadly violence “shows no signs of abating,” Wennesland said.

“We are witnessing not only a horrific humanitarian nightmare, but a rapidly accelerated unraveling of the prospects for a sustainable resolution to this conflict.”

Ireland urges EU to review Israel trade ties over UNRWA ban

Ireland’s Prime Minister Simon Harris has urged the EU to review trade ties with Israel over Israeli lawmakers’ “despicable” ban on the UN’s Palestinian aid agency UNRWA, AFP reports.

The Irish leader criticised the Israeli parliament’s “shameful” banning of the agency, which coordinates nearly all aid to Gaza.

“The most important action that the European Union could take right now is reviewing trade relations,” Harris told reporters in Dublin before meeting incoming European Council president Antonio Costa.

“What Israel and the Israeli Knesset did last night was despicable, disgraceful and shameful. More people will die, more children will starve,” he said.

Harris added there was “no alternative” to UNRWA, and that he would discuss with Costa “how Europe now needs to find the moral courage … to act in relation to this.

“Ireland, Spain, Belgium, Slovenia and others have been calling for more actions at an EU level. I think that would be a very effective way and I’ll be continuing to make that case,” he said.

Palestine official calls for Israel’s ouster from UN over UNRWA ban

The president of the Palestinian National Council, Rawhi Fattouh, has called for Israel’s expulsion from the UN if it fails to reverse its ban on UNRWA functioning in Israel and the occupied Palestinian territory, Al Jazeera reports.

Fattouh said Israel’s decision is in clear violation of the UN Charter and part of Israel’s policy is “ethnic cleansing”, Wafa news agency reported.

He urged UN member states to hold a General Assembly session to compel Israel to reverse its legislation or face legal consequences that could result in expulsion from the world body.

The UNRWA ban not only jeopardises the rights of refugees but also undermines international legitimacy and goes against UN resolutions concerning the Palestinian issue, Fattouh said.

17 children among 77 killed in Beit Lahiya attack

In Beit Lahiya, 65 people have been killed, 17 of them children below the age of 12, Al Jazeera’s Hani Mahmoud reports from Deir el-Balah, Gaza.

“Al-Awda Hospital, a facility in the northern part of the Strip, still somehow operational and offering medical care, is unable to accommodate the large number of injuries.

“More people are being pulled out of the rubble. They are in critical condition. They are severely bleeding or simply were crushed by the heavy weight of the large pieces of concrete that collapsed on their heads while they were sleeping,” Mahmoud reports.

“There are other people who actually have gone missing, as some people are talking about other members of their families who do not exist any more.

“They are simply pulverised by the intensity of the explosion because we’re talking about a building that at some point was standing five storeys now turned into a pile of rubble.”

Germany ‘sharply’ criticises Israeli bill to ban UN Palestinian refugee agency

The German government said it “sharply” criticised a bill passed by Israel’s parliament to ban the UN agency for Palestinian refugees from working in Israel and occupied east Jerusalem, AFP reports.

Germany’s Commissioner for Human Rights Policy and Humanitarian Assistance, Luise Amtsberg, also warned the move would “effectively make UNRWA’s work in Gaza, the West Bank and east Jerusalem impossible […[ jeopardising vital humanitarian aid for millions of people”.

Amtsberg said the implementation of the law as it currently stands “would be a fateful step” and that “our efforts to bring peace to the Middle East would be hindered”.

“The Israeli action against a UN-mandated organization that has been doing vital work since 1950 is a dangerous signal of disrespect for the United Nations and for international cooperation,” she said.

Amtsberg acknowledged that “UNRWA has taken measures to address allegations of support for terrorist organisations by individual staff members and to reform internal procedures”.

She said the UN agency “must continue to implement these reforms as a high priority and further strengthen its neutrality”.

Israel launches fresh strikes on Tyre after 7 killed in earlier raid

Israel launched fresh strikes on Tyre, Lebanese state media said, after the Israeli military told swathes of the southern city to evacuate and following an earlier raid that killed seven people, AFP reports.

The National News Agency (NNA) reported “a series of strikes” on the ancient coastal city, beginning with a raid on a residential apartment.

An AFP video journalist reported thick clouds of smoke covering parts of Tyre, including rising from a building along the seafront.

The fresh strikes came after a raid in the centre of the city killed seven people and wounded 17 others, according to a health ministry statement.

The AFP video journalist saw emergency personnel rush a survivor to an ambulance on a stretcher, while other rescuers worked to put out a fire at the site, where a residential apartment block had collapsed.

Displaced Gazans sew winter clothes from blankets

As Gaza braces for a cold, wet winter, displaced Palestinians living in tents and makeshift shelters by the sea are sewing clothes from blankets in a desperate effort to stay warm.

Nidaa Attia, 31, and others measure, cut and sew the clothing in a tent near the beach at Al-Mawasi in Khan Younis, in the southern Gaza Strip.

The work is entirely manual and labour-intensive. Lacking electricity, they generate power by using the pedals of a bicycle connected by a belt to their sewing machine.

“Winter is coming for the second time (since the start of the war) and people are without any (warm) clothes,” Attia said.

“There are no clothes coming into the Gaza Strip, so we thought a lot about how we could find a solution to the lack of fabrics, and we came up with the idea of recycling thermal blankets into winter clothes,” Attia said.

Her “Needle and Thread” initiative, launched in September, relies mostly on volunteers, though some receive a small payment. The clothes are sold for between 70 and 120 shekels ($18-$30) but prices are lower for those who bring blankets.

Israel to spend $530m on ‘Iron Beam’ laser defence

Israel’s defence ministry said it has earmarked $530 million to accelerate development of the laser air defence system known as “Iron Beam”, AFP reports.

“The Ministry of Defence has signed a major deal worth approximately 2 billion shekels to significantly expand procurement of the laser interception systems, ‘Iron Beam,’,” a statement said.

The system is aimed at improving the interception of drones and other projectiles, which Hezbollah in Lebanon has fired at Israel since the start of the onslaught in Gaza in support of its Palestinian ally Hamas.

Iron Beam would supplement other aerial defence capacities such as the more well-known Iron Dome. These have been unable to intercept every projectile launched by the Lebanese armed group, resulting in both civilian and military casualties.

The defence ministry will work with defence companies Rafael and Elbit, the statement said.

Palestinians say 100,000 residents trapped in Israel’s north Gaza assault

Israeli tanks thrust deeper into two north Gaza towns and a historic refugee camp, trapping around 100,000 civilians, the Palestinian emergency service said, in what the military said were operations to root out regrouping Hamas fighters.

The Israeli military said soldiers captured around 100 suspected Hamas militants in a raid into Kamal Adwan hospital in the Jabalia camp. Hamas and medics have denied any militant presence at the hospital.

The Gaza Strip’s health ministry said at least 19 people were killed by Israeli airstrikes and bombardment on Monday, 13 of them in the north of the shattered coastal territory.

The Palestinian Civil Emergency Service said around 100,000 people were marooned in Jabalia, Beit Lahiya and Beit Hanoun without medical or food supplies. Reuters could not verify the number independently.

Middle East aid workers say ‘rules of war’ being flouted

Flagrant violations of the laws of war in the escalating conflict in the Middle East are setting a dangerous precedent, aid workers in the region warn, AFP reports.

“The rules of war are being broken in such a flagrant way… (it) is setting a precedent that we have not seen in any other conflict,” Marwan Jilani, the vice president of the Palestine Red Crescent (PCRS), told AFP.

Speaking last week during a meeting in Geneva of the 191 national Red Cross and Red Crescent societies, he lamented a “total disregard for human life (and) for international humanitarian law”.

Amid Israel’s devastating retaliatory operation in the Gaza Strip, local aid workers are striving to deliver assistance while facing the same risks as the rest of the population, he said.

The PCRS has more than 900 staff and several thousand volunteers inside Gaza, where more than 43,000 Palestinians have been killed, according to the Hamas-ruled territory’s health ministry, and where the UN says virtually the entire population has been repeatedly displaced.
