The Capital Development Authority (CDA) has decided to transition all its payments to a cashless digital system, ensuring a more transparent and efficient financial framework.  

The decision was made during the fourth CDA Board meeting, chaired by Chairman Muhammad Ali Randhawa, where all board members were present. The initiative aims to streamline payment processes and reduce the risks associated with manual cash handling. 

During the meeting, it was revealed that payments for 165 services provided at the One Window Operation have already been shifted to a digital system. Additionally, water tanker charges and Islamabad Water accounts have been integrated with QR code-based cashless payments.  

CDA officials briefed the board that the transition would eventually cover all financial transactions, including fines from the Directorate of Municipal Administration (DMA), Environment, and Enforcement departments. 

To further enhance financial management, the board also approved the implementation of the SAP double-entry accounting system within CDA. Officials were directed to compile a complete record of CDA’s assets by the end of the fiscal year. Chairman Randhawa instructed that a corporate-style financial report be prepared, detailing the authority’s achievements and targets for the year. 

To ensure smooth execution, CDA will sign a Memorandum of Understanding (MoU) with the Controller General of Pakistan next week for the implementation of the SAP system. Additionally, a committee, led by the Member Finance and including the Director of Land, Director of Municipal Administration, and Director General of Building Control Section, has been established to identify all CDA properties rented out in Islamabad.
