Pakistan is seeking to accelerate digital transformation and attract international investment while pursuing financing for key projects spanning aviation, refining and mining, including Pakistan International Airlines (PIA), refinery upgrades and the Reko Diq mining project.

The country is also working to expand digital public infrastructure and cashless payments as part of its transition from economic stabilization towards sustainable growth, while focusing on upskilling and reskilling digital workers to help them move into higher-value services.

Pakistan is further developing a regulatory framework for virtual assets covering legislation, oversight and licensing. The government sees potential applications beyond cryptocurrency, including more efficient remittances and the possible tokenization of public debt and real estate.

These priorities were highlighted by Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb during his engagements in New York on the third day of his visit for the 81st Session of the United Nations General Assembly (UNGA), alongside the Prime Minister of Pakistan.

Speaking at the Digital Cooperation Organization’s High-Level Ministerial Dialogue, the Finance Minister called for greater cooperation among DCO member states to share successful approaches and attract investment into the digital economy.

Separately, discussions with US Export-Import Bank (US EXIM Bank) Chair John Jovanovich focused on financing opportunities for PIA aircraft procurement, refinery modernization and the Reko Diq mining project.

Pakistan highlighted PIA’s interest in Boeing aircraft, particularly 787 Dreamliners, and sought a financing package covering aircraft and engines. The government also raised the need for spare parts to bring grounded Boeing 777 aircraft back into service.

Both sides agreed to continue work on a broader cooperation framework while prioritizing specific transactions, including potential financing for aircraft pre-delivery payments. Refinery upgrades were also identified as a potential area for US EXIM Bank support.

On Reko Diq, Pakistan emphasized the project’s importance to future exports and the cost associated with delays, while welcoming US EXIM Bank’s continued commitment to the project.

The engagements underscore Pakistan’s efforts to mobilize international financing and investment while advancing digital transformation and developing key sectors of the economy.
