The federal government has started the process of establishing the Pakistan Regulatory Registry (PRR) under the Digital Economy Enhancement Project (DEEP), aiming to build a more transparent, efficient, and investor-friendly regulatory ecosystem in the country.

The Board of Investment (BOI) has launched a Request for Proposals (RFP) for the design and development of the PRR, along with technical assistance for phase-wise mapping, streamlining, and cataloguing of RLCOs, including registrations, licences, certificates, and other approvals. The procurement will be carried out through international competitive procedures under World Bank regulations.

The initiative is part of the government’s broader reform agenda to reduce the cost of doing business, improve regulatory clarity, and support seamless digital service delivery through the upcoming Pakistan Business Portal. The project combines technology development, regulatory mapping, and capacity building to create a national-level digital regulatory registry.

The Pakistan Regulatory Registry is a centralized and legally authoritative electronic database established under the Asaan Karobar Act, 2025. It will serve as the official “source of truth” for business-related regulatory compliance in Pakistan, ensuring that businesses are required to follow only those laws, rules, and approvals that are formally catalogued in the registry.

The registry will help map existing laws and RLCOs, identify outdated or unnecessary regulatory requirements, and support empirical review of regulations based on economic impact and global best practices. Managed by the Asaan Karobar Technical Unit within BOI, the PRR will be integrated with the Pakistan Business Portal to provide entrepreneurs with a one-window system for identifying and applying for required permits.

Initially focused on federal and Islamabad Capital Territory regulations, the system is expected to expand to provincial regulations across Pakistan.
