This debt continues to impact the country\u2019s fiscal health.<\/p>\n\n\n\n<p>A key aspect of the ADB\u2019s project is enhancing the financial performance of the distribution companies by upgrading billing systems and implementing institutional reforms. By addressing these deep-rooted challenges, the project is expected to reduce Pakistan\u2019s debt burden, promoting long-term sustainability in the energy sector.<\/p>\n\n\n\n<p>DISCOs face significant challenges, including high losses, which averaged 16.5 percent in the fiscal year 2022-2023. Tariff collection also remains low, with an average of 93.4 percent, though it varies significantly by region.<\/p>\n\n\n\n<p>For instance, Sukkur Electric Power Company (Sepco) reported a collection rate of 68.2 percent, while Hyderabad Electric Supply Company (Hesco) recorded 75.9 percent.
