{"id":6553,"date":"2024-08-10T03:21:00","date_gmt":"2024-08-10T03:21:00","guid":{"rendered":"https:\/\/gsrra.com\/?p=6553"},"modified":"2024-08-10T03:21:02","modified_gmt":"2024-08-10T03:21:02","slug":"the-national-endowment-for-democracy-what-it-is-and-what-it-does","status":"publish","type":"post","link":"https:\/\/gsrra.com\/?p=6553","title":{"rendered":"The National Endowment for Democracy: What It Is and What It Does"},"content":{"rendered":"\n<p>\u00a0 \u00a0<\/p>\n\n\n\n<p><strong><em>The Foreign Ministry of China on Friday released a report on its website titled &#8220;The National Endowment for Democracy: What It Is and What It Does.&#8221;<\/em><\/strong><\/p>\n\n\n\n<p><strong>Please see the full text of the report below:\u00a0<\/strong><\/p>\n\n\n\n<p><strong><em>The National Endowment for Democracy: What\u2002It Is and What It Does<\/em><\/strong><\/p>\n\n\n\n<p><strong>Introduction<\/strong><\/p>\n\n\n\n<p>The National Endowment for Democracy (NED)\u2002acts\u2002as the US government\u2019s \u201cwhite gloves.\u201d It\u2002has long engaged in\u2002subverting state power in other countries, meddling in other countries\u2019 internal affairs, inciting division and confrontation, misleading\u2002public opinion, and conducting ideological infiltration, all\u2002under the pretext of promoting democracy. Its innumerable evil\u2002deeds\u2002have caused grave harm and\u2002drawn\u2002strong condemnation from the international community.\u2002<\/p>\n\n\n\n<p>In recent years, NED has kept changing tactics and gone even further in acting against the historical trend of peace, development, and win-win cooperation. It has become more notorious for its infiltration, subversion, and sabotage attempts against other countries. It is imperative to unmask NED and alert all countries to the need to see through its true colors, guard against and fight back its disruption and sabotage attempts, safeguard their national sovereignty, security, and development interests, and uphold world peace and development and international fairness and justice.<\/p>\n\n\n\n<p><strong>\u2160. NED\u2014the US government\u2019s \u201cwhite gloves\u201d<\/strong><\/p>\n\n\n\n<p>NED claims to be an NGO that provides support for democracy abroad. It acts as the US government\u2019s \u201cwhite gloves\u201d in carrying out subversion, infiltration, and sabotage across the world.<\/p>\n\n\n\n<p>1.\u2002NED is the implementer of CIA covert operations. In the early days of the Cold War, the CIA supported opposition activities in socialist countries in Eastern Europe via \u201cprivate voluntary organizations\u201d to advance \u201cpeaceful evolution.\u201d After such activities were exposed in the mid to late 1960s, the US government began contemplating cooperation with civil society organizations\u2002to conduct similar activities. Hence the idea of setting up an organization of this kind. As William Blum, an American scholar, wrote, \u201cThe idea was that the NED would do somewhat overtly what the CIA had been doing covertly for decades, and thus, hopefully, eliminate the stigma associated with CIA covert activities.\u201d<sup>\u2160<\/sup><\/p>\n\n\n\n<p>2.\u2002NED was established under the auspices of the US government. In 1981, after he came into office, President Ronald Reagan intended to promote his \u201cProject Democracy\u201d abroad, and proposed a government-funded and privately-run foundation to openly support \u201cdemocratic movements abroad.\u201d One of the purposes of NED, created in 1983, is to encourage the establishment and growth of democratic development in a manner consistent both with the broad concerns of US national interests and with the specific requirements of the democratic groups in other countries which are aided by programs funded by NED.<\/p>\n\n\n\n<p>3.\u2002NED is funded by the US government. On November 22, 1983, the US Congress passed the NED Act\u2002which reiterated the purposes of NED and clarified such issues as congressional appropriations, financial audit by the government, and the requirement to report to Congress and the President. In 1983, the year when NED was established, Congress provided US$18 million to NED. Over the past 40-plus years, the volume of congressional appropriations has kept increasing in general. According to data from USAspending.gov, NED received an appropriation of US$315 million in FY2023. As a report of the Carnegie Endowment for International Peace revealed, \u201cAlmost all the NED\u2019s funds come from the US Congress.\u201d<sup>II<\/sup>\u2002\u2002<\/p>\n\n\n\n<p>4. NED programs are run under the guidance of the US State Department and embassies abroad. As required by the enabling legislation for NED,\u2002NED should consult with the State Department on its program plans to seek\u2002foreign policy guidance. According to a USAID report \u201cDemocracy Promotion Programs Funded by the US Government,\u201d NED consults on an ongoing basis with the State Department, through the Bureau of Democracy, Human Rights and Labor, with USIA, and with US embassies abroad on programmatic matters.\u2002<\/p>\n\n\n\n<p>5. NED reports to the US government on its work and accepts audits and oversight by the government. According to the NED Act, NED shall submit to the President an annual report for the preceding fiscal year no later than December 31 of each year. The report should include NED\u2019s operations, activities and accomplishments. An audit of NED is conducted annually by the US Government General Accounting\u2002Office. A report of each audit shall be made to Congress, and a copy of each report shall be furnished to the President.<\/p>\n\n\n\n<p>6. The US government has access to information on all NED-funded programs. According to\u2002the NED Act, NED or any of its duly authorized representatives shall have access to any books, documents, papers, and records of the recipient pertinent to assistance provided through NED. The US Comptroller General or any of his duly authorized representatives shall also have access thereto.<\/p>\n\n\n\n<p>7. NED\u2019s mandate is endorsed by the US government. Philip Agee, a former CIA officer, said on a 1995 TV show, \u201cNowadays, instead of having just the CIA going around behind the scenes and trying to manipulate the process secretly by inserting money here and instructions there and so forth, they have now a sidekick, which is this National Endowment for Democracy, NED.\u201d In a report entitled\u2002\u201cThe National Endowment for Democracy: A Prudent Investment in the Future,\u201d Kim Holmes, former Assistant Secretary of State, argues that \u201cFunding the\u2002NED is a prudent investment because it is far less expensive to aid friendly democrats than it is to defend against hostile dictatorships.\u201d<\/p>\n\n\n\n<p><strong>II. Instigating color revolutions to subvert state power\u2002in other countries<\/strong><\/p>\n\n\n\n<p>1.\u2002Attempting to overthrow the Iranian government.\u2002In September 2022, protests\u2002against hijab rules broke out in Iran. Masih Alinejad, a reporter for the Voice of America\u2002Persian Service, released\u2002batches of unverified information and pictures to incite public\u2002sentiments. According to\u2002Al Mayadeen, a Lebanese news channel, between 2015 and 2022, Masih Alinejad received US$628,000 in funding from NED and some other American\u2002institutions.\u00a0<em>Iran Daily<\/em>\u2002cited a document from Iran\u2019s Revolutionary Guards as saying that NED used its ties with Masih Alinejad to interfere in Iran\u2019s\u2002internal affairs during the hijab protests. In the meantime, NED also supported the\u2002Center for Human Rights in Iran (CHRI)\u2002and the Human Rights Activists News Agency (HRANA)\u2002in their\u2002fabrication of\u2002fake news and supported dissidents in working with anti-government organizations and media outlets to stage smear\u2002campaigns. NED regularly published commentaries in its\u00a0Journal of Democracy\u00a0to call for a\u2002regime change in Iran through the human rights movement. NED is\u2002dubbed by Iranian media as a \u201cNational Enemy for Democracy\u201d and \u201cthe NED Trojan\u201d disrupting\u2002order and inciting\u2002unrest in Iran.<\/p>\n\n\n\n<p>2.\u2002Using various tactics to infiltrate Arab countries. Since the start of the Arab Spring, NED has made extensive\u2002use of social media platforms and funded NGOs for releasing\u2002multimedia content and providing\u2002online training, in a bid\u2002to instigate\u2002color revolutions. NED has also run\u2002a talent reserve program for democratic transition in the region, funded NGOs to help \u201csupporters\u2002of democracy,\u201d \u201chuman rights activists\u201d and \u201cdissidents\u201d in exile, encouraged local trade unions to strengthen capacity building, and supported scholars and activists in\u2002plotting \u201cconstitutional reforms\u201d in various countries.<\/p>\n\n\n\n<p>3.\u2002Playing a part\u2002in Ukraine\u2019s \u201ccolor revolution.\u201d During the 2004 Orange Revolution, NED provided US$65 million to the Ukrainian opposition. Between\u20022007 and\u20022015, NED allocated\u2002more than\u2002US$30 million to support Ukrainian NGOs and promote \u201ccivic participation.\u201d During the 2013-2014 Euromaidan, NED financed the Mass Media Institute to spread\u2002inflammatory information. NED\u2002also spent\u2002tens of millions of dollars in the use of such social media platforms as Facebook, X\u2002(formerly\u2002Twitter),\u2002and Instagram to spread\u2002disinformation, heighten\u2002ethnic tensions in Ukraine, and stir up ethnic antagonism in eastern Ukraine.<\/p>\n\n\n\n<p>4.\u2002Attempting\u2002to overthrow\u2002the DPRK government.\u2002In July 2002,\u2002NED\u2002President Carl Gershman told the media that NED\u2002was working\u2002with \u2002Congress\u2002to\u2002carry out activities through several NGOs and sway\u2002public opinion regarding\u2002the DPRK, to undermine\u2002the DPRK system.\u2002In July 2021, Gershman told the media that thanks to NED-funded\u2002human rights programs, \u201cThe totalitarian system\u2002[in the DPRK]\u2002is beginning to erode, and eventually this will bring about the system\u2019s unraveling.\u201d<\/p>\n\n\n\n<p><strong>\u2162. Colluding\u2002with all sorts of elements\u2002to meddle\u2002in other countries internal affairs<\/strong><\/p>\n\n\n\n<p><strong>1. Cultivating pro-US forces in target countries<\/strong><\/p>\n\n\n\n<p>\u25c6According to its\u20022021 Annual Report, NED\u2002supported pro-US media\u2002outlets, cultivated \u201cdemocracy activists,\u201d and financed groups for\u201cdemocracy and freedom\u201d in Arab countries.<\/p>\n\n\n\n<p>\u25c6In May 2021, NED\u2002President Carl Gershman said that despite being prohibited\u2002from Russia, NED funded the operation of a large number of organizations in Russia and supported\u2002Russian opposition figures in exile in\u2002their struggle against\u2002the Russian government at\u2002important\u2002political junctures, such as the State Duma, presidential and local\u2002elections.<sup>\u2162<\/sup><\/p>\n\n\n\n<p>\u25c6NED has long been infiltrating Europe and co-opting EU officials. It has been encouraging\u2002the voice for\u2002transatlanticism within EU institutions\u2002while\u2002suppressing the voice\u2002for strategic autonomy, and\u2002financing\u201cindependent media\u201d in Europe\u2002to tilt public opinion in favor of the US.<\/p>\n\n\n\n<p>\u25c6\u2002Taking\u2002Mexico\u2002as\u2002a major target country for infiltration, NED has\u2002supported\u2002organizations like\u2002the Mexicans\u2002Against Corruption and Impunity (MCCI) and the Mexican Institute for\u2002Competitiveness (IMCO) and obstructed the\u2002electricity reform\u2002in Mexico. In 2021, the Mexican government sent a note to the US government condemning NED\u2019s funding of anti-government organizations in Mexico as \u201can act of interventionism\u201d and \u201cpromoting a coup.\u201d<\/p>\n\n\n\n<p>\u25c6\u2002Since\u20022017, NED has funded 54 anti-Cuba organizations.\u2002In 2018, the Cuban Democratic Directorate, an anti-government organization, said\u2002that it had received \u201cdemocracy funds\u201d from the US and paid US$48,000 to its employees, agents, and contractors in Cuba.<\/p>\n\n\n\n<p>\u25c6Over the\u2002years, NED has been funding scholars and journalists to promote \u201cdemocratization reforms\u201d in Iran\u2002and\u2002carry out cultural infiltration against Iran.<\/p>\n\n\n\n<p><strong>2. Misrepresenting the human rights situation in\u2002other countries<\/strong><\/p>\n\n\n\n<p>\u25c6The NED-sponsored&nbsp;<em>Journal of Democracy<\/em>\u2002habitually\u2002holds\u2002developing countries\u2002to the\u2002standard of American-style democracy\u2002and criticizes their presidential elections, economic policies, human rights situations, and democratic transitions.<\/p>\n\n\n\n<p>\u25c6In July 2023, the&nbsp;<em>Journal of Democracy<\/em>\u2002published five articles\u2002on Indian democracy under the theme\u2002of \u201cIs India Still a Democracy,\u201d claiming that\u2002since Prime Minister Narendra Modi rose to power, his government has engaged in what is, by some accounts, a wholesale\u2002dismantling of democratic institutions, norms, and practices.\u2002In April 2024, the&nbsp;<em>Journal of Democracy<\/em>\u2002published an\u2002article \u201cWhy This Election Is India\u2019s Most Important,\u201d claiming that democratic governance in India has been steadily eroding\u2002since Modi\u2019s second term\u2002began and that the\u2002future\u2002of India as a plural,\u2002secular democracy\u2002could be on the line if Prime Minister Modi and his Bharatiya Janata Party\u2002win a third consecutive term.<\/p>\n\n\n\n<p>\u25c6Having classified members of the Gulf Cooperation Council (GCC) as \u201cdictatorships,\u201d NED\u2002has continued\u2002to export its values to those\u2002countries through academic, cultural, and media activities. According to the NED website\u2002and other sources,\u2002NED launched 11 programs\u2002in the GCC countries\u2002in 2021 with an investment of\u2002US$1.8 million,\u2002to\u2002support \u201cdemocracy activists,\u201d slam\u2002the human rights record\u2002of those countries and stoke\u2002social tensions\u2002in the name\u2002of promoting freedom of the press.<\/p>\n\n\n\n<p><strong>3. Manipulating\u2002and interfering in other countries elections<\/strong><\/p>\n\n\n\n<p>\u25c6\u2002In April 2022 and December 2023, Serbia held its presidential, National Assembly, and local elections. NED\u2002interfered in the entire election process and went all out to root for pro-US opposition candidates in the run-up to the elections. In May 2023, after two consecutive shooting incidents in Serbia, NED-sponsored human rights groups and pro-US opposition organizations staged mass demonstrations to demand the resignation of the Serbian government.<\/p>\n\n\n\n<p>\u25c6NED\u2002has long been financing the Philippines\u2019 Rappler news website. According to a report on the NED\u2002website, between 2017 and 2021, Rappler received a total of US$786,000 in funding from NED. During the 2022 general election, Rappler lobbied the Philippines\u2019 Commission on Elections for access to internal information including election trends and campaign spending of candidates, which raised questions from various quarters about the fairness and independence of the election. The authorized access was eventually revoked under intense public pressure.<\/p>\n\n\n\n<p>\u25c6NED has long funded anti-Iran organizations such as the Foundation for Democracy in Iran (FDI)\u2002to sabotage elections. This has been admitted in an\u2002article\u2002by American social activist Kenneth R. Timmerman, the executive director of FDI.<\/p>\n\n\n\n<p>\u25c6In January 2023, Damon Wilson, President\u2002of NED, publicly expressed concerns about democracy and fairness\u2002of the Nigerian general election\u2002during his interview with\u2002a Nigerian TV program.<\/p>\n\n\n\n<p><strong>\u2163. Inciting division and confrontation to undermine the stability of other countries<\/strong><\/p>\n\n\n\n<p>Kenneth\u2002Wollak,\u2002chairman of the NED board of directors, once told the US Congress about NED\u2019s long-term efforts to empower\u2002the opponents of US\u2002enemies and their abilities\u2002to change foreign governments. <sup>\u2163<\/sup><\/p>\n\n\n\n<p>1. Supporting \u201cTaiwan independence\u201d separatist forces. In 2022, NED and the Taiwan Democratic Progressive Party authorities co-hosted a\u2002Global Assembly of the World Movement for Democracy\u2002and invited European parliamentarians and think tank representatives. They tried to mobilize \u201cdemocratic forces\u201d to open up the \u201cfrontline of democratic struggle\u2002in the East\u201d and hype up the false narrative of \u201cUkraine today, Taiwan tomorrow.\u201d In July 2023, NED\u2002President Damon Wilson went to Taiwan for the 20th anniversary celebration of the Taiwan Foundation for Democracy and presented a \u201cDemocracy Service Medal\u201d to Tsai Ing-wen.<\/p>\n\n\n\n<p>2. Colluding with anti-China destabilizing forces in Hong Kong. NED has long been colluding with those who attempt to destabilize Hong Kong by\u2002providing funds and public support. In 2020, NED set up\u2002several projects under its Hong Kong-related program with a total amount of over US$310,000\u2002to fund\u2002those attempting to destabilize Hong Kong. In 2023, NED colluded with organizations such as the Hong Kong Watch\u2002and Amnesty International, as well as anti-China lawmakers from the US, UK, and Germany,\u2002and\u2002nominated\u2002Jimmy Lai Chee-ying, one of the elements bent on destabilizing\u2002Hong Kong, for the 2023 Nobel Peace Prize.<\/p>\n\n\n\n<p>3. NED has long supported the anti-China organization \u201cWorld Uyghur Congress\u2002(WUC),\u201d with average annual funding ranging from US$5 million to US$6 million. In March 2024, NED invited a \u201cWUC\u201d leader to\u2002speak at its\u2002event,\u2002smearing\u2002China\u2019s ethnic policies and the development of regions with large ethnic minority populations.<\/p>\n\n\n\n<p>NED provided financial support to Hidayet Oguzhan, leader of the \u201cEast Turkistan Education and Solidarity Association,\u201d and\u2002instructed Hidayet Oguzhan to ramp up anti-China rallies and sow discord between China and\u2002T\u00fcrkiye. NED also funded Rushan Abbas, the head\u2002of an\u2002\u201cEast Turkistan\u201d organization, so that she could frequently visit T\u00fcrkiye and work with \u201cEast Turkistan\u201d forces\u2002to stir up trouble.<\/p>\n\n\n\n<p>4.\u2002In March 2023, NED\u2002President Damon Wilson\u2002led a NED delegation to Dharamsala, India, to meet with \u201cTibet independence\u201d leaders and show support for \u201cTibet independence\u201d activities. In November 2023, NED gave\u2002the Democracy Award for Individual Courage\u2002to Jigme Gyatso, a \u201cTibet independence\u201d activist. In April 2024, NED invited the \u201cKalon Tripa\u201d of the \u201cTibetan government-in-exile\u201d Penpa Tsering to its\u2002headquarters.<\/p>\n\n\n\n<p>5. NED funded the establishment of three local\u2002NGO groupings in Georgia\u2002at the beginning of the 21st century to organize demonstrations in the capital Tbilisi. In May 2024, NED rallied support for and instigated protests in Georgia against the foreign\u2002agents\u2002bill.<\/p>\n\n\n\n<p><strong>\u2164. Fabricating false information to mislead public opinion<\/strong><\/p>\n\n\n\n<p>1.\u2002NED\u2002President Damon Wilson, in an interview with&nbsp;<em>Asahi Shimbun<\/em>,\u2002falsely alleged that China used technical means and AI to surveil\u2002citizens. On November 30, 2023, NED Vice President Christopher Walker made up lies about CPC\u2002monopolizing ideas\u2002when testifying before the US House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party.\u2002<sup>\u2164<\/sup><\/p>\n\n\n\n<p>2.\u2002NED-backed Serbian NGOs\u2002coordinated with CNN\u2019s Serbia\u2002branch to fabricate China-related fake news, slandering projects undertaken by the Chinese side\u2002and hyping up so-called environmental protection, labor, and corruption issues.<\/p>\n\n\n\n<p>3.\u2002NED funded the\u2002International Republican Institute (IRI) to launch the second phase of the Bolstering Europe Against the Subversive Tactics of the CPC project, which fabricates and disseminates the so-called threat of CPC to democratic values and transatlantic solidarity.<\/p>\n\n\n\n<p>4.\u2002NED invested US$17.41 million to carry out 92 projects on \u201cDPRK defectors.\u201d It funded ROK\u2002NGOs\u2002to run\u2002DPRK-themed radios, producing and broadcasting every week stories about \u201cDPRK defectors\u201d from the perspective of \u201cdemocracy and human rights.\u201d It created DPRK-themed online publications to spread negative news about the DPRK, trained\u2002\u201cdefectors\u201d to become\u2002reporters, and encouraged them\u2002to defame the DPRK by\u2002writing online\u2002posts and attending video interviews.<\/p>\n\n\n\n<p>5.\u2002NED formed an information matrix against Iran together with Iran International, the Persian service\u2002of VOA\u2002and BBC, and other anti-Iran media. Negative information\u2002is\u2002provided to anti-Iran media by NED and its affiliated agencies\u2002to instigate intensive news coverage against Iran.<\/p>\n\n\n\n<p><strong>\u2165. Using \u201cacademic activities\u201d as a cloak for interference and infiltration<\/strong><\/p>\n\n\n\n<p>1.\u2002NED funded the Governance Center for Public Policies (GCPP) in Iraq, which\u2002released\u2002the\u2002National Index for Democratic Transformation in Iraq report\u2002for\u2002six consecutive years, giving low scores\u2002every time to Iraq\u2019s democracy,\u2002and categorizing Iraq as a \u201cpartial authoritarian transitional\u201d country. People from across the society in Iraq disapproved of the report as it did not truthfully reflect Iraq\u2019s progress in government administration, social governance, democracy, and legal system. They believe the purpose of keeping the scores low is to\u2002provide excuses for continued US interference in Iraq\u2019s internal affairs and postponement of its military withdrawal.<\/p>\n\n\n\n<p>2.\u2002In March 2024, NED\u2019s core grantee institution Center for International Private Enterprise (CIPE), together with the Philippines Makati Business Club\u2002and other associations,\u2002jointly published the first State of Sustainability Reporting in the\u2002Philippines, unfairly imposing upon the Philippines\u2002carbon emission standards and obligations of the US and other industrialized countries in the West to\u2002pressure the government of the Philippines to change\u2002the country\u2019s economic structure.<\/p>\n\n\n\n<p>3.\u2002NED provided hundreds of thousands of dollars in funding to the European Values Center for Security Policy (EVC), Global Security Center (GSC)\u2002and other think tanks to organize various seminars and activities that incite the EU\u2002to follow suit with the US \u201csmall yard, high fence\u201d policy.<\/p>\n\n\n\n<p>4. Since the beginning of the Ukraine crisis, the NED-funded Belgrade Center for Security Policy has supported protests by pro-Western demonstrations\u2002and criticized Serbia\u2019s foreign policy.<\/p>\n\n\n\n<p>5. From January 2022 to January 2023, NED funded,\u2002through\u2002Atlas Network, the Turkish digital media platform daktilo1984.com, and supported\u2002activities on this platform that\u2002spread discontent and incite\u2002ethnic tension, social conflict, and political differences.<\/p>\n\n\n\n<p>6.\u2002NED has long funded NGOs in \u201cKosovo\u201d to instigate tension between the Serbian government and the Pristina provisional self-governance institution. In December 2023, the NED-funded think tank Sbunker\u2002released a report saying that \u201cKosovo\u201d is a relatively successful case of American support for nation-building and promotion of democracy, an attempt to whitewash the US\u2019 true intention to invade and split other countries.<\/p>\n\n\n\n<p>7.\u2002NED used social media to wage information warfare against Iran. During the protests against hijab rules, a large number of social media bots with a big following\u2002emerged, disguising\u2002as personal accounts or independent media to spread anti-Iran information and mislead the public.<\/p>\n\n\n\n<p>8. NED and USAID funded multiple Ukrainian organizations to serve as \u201cfact-checkers\u201d of Ukraine\u2019s\u2002social media. But such \u201cfact-checking\u201d is in fact an information filter created by the US\u2002on the Ukrainian Internet to deceive the Ukrainian people.<\/p>\n\n\n\n<p><strong>\u2166. NED\u2002exposed and criticized by the US\u2002and the international community<\/strong><\/p>\n\n\n\n<p><strong>1. NED\u2019s true nature exposed by Americans<\/strong><\/p>\n\n\n\n<p>\u25c6Former federal congressman\u2002Ron Paul\u2002once\u2002posted\u2002that NED wasted a lot of American taxpayers\u2019 money to support foreign politicians and parties favored by the US, and such actions clearly violate the domestic law\u2002of the United States. NED provided \u201csoft money\u201d to fund foreign\u2002elections but\u2002portrayed such manipulation of\u2002elections as \u201cpromoting democracy.\u201d<\/p>\n\n\n\n<p>\u25c6Former federal congressman\u2002Barney\u2002Frank called for\u2002cutting the funding for NED in the 1980s. He argued\u2002that giving money to a French union for political purposes, rather than funding public transportation or research on cancer, is not reasonable.<\/p>\n\n\n\n<p>\u25c6<em>The New York Times<\/em>\u2002published \u201cMixed US Signals Helped Tilt Haiti Toward Chaos\u201d in January 29, 2006, which reveals\u2002how the\u2002US government\u2002subverted,\u2002through NED, Haiti\u2019s democratically elected government.<\/p>\n\n\n\n<p>\u25c6In September 2021, Stephen Kinzer, a former reporter of\u00a0<em>The New York Times<\/em>, published\u2002articles\u2002in the New York Review of Books\u2002website\u2002unveiling\u2002that\u2002NED collaborates with CIA and USAID\u2002to support insurgent\u2002forces\u2002in other countries\u2002in a bid to\u2002overthrow regimes that the US dislikes. According to the articles, early members of the NED board of directors were mostly warmongers, and among the current board members are\u2002former federal senators enthusiastic about regime change in\u2002Cuba and Nicaragua. The mission of the NED is to overthrow\u2002unfriendly\u2002foreign governments and install\u2002regimes more in line with American interests.<\/p>\n\n\n\n<p><strong>2.\u2002NED\u2019s misdeeds\u2002exposed and criticized by the international community \u2002<\/strong><\/p>\n\n\n\n<p>\u25c6On July 29, 2015, the Russian Ministry of Foreign Affairs issued a statement officially listing NED as an \u201cundesirable organization\u201d and banned its activities within Russian territory. The statement said the US Department of State had made a clearly hypocritical statement about being \u201cdeeply troubled\u201d over the fate of Russian civic society. Most of NED\u2019s projects aimed to destabilize the domestic situation in countries trying to pursue an independent policy in line with its own national interests rather than following Washington\u2019s lead.<\/p>\n\n\n\n<p>\u25c6In May 2022, the Russian news agency TASS reported that when interviewed by the magazine&nbsp;<em>National Defense<\/em>,\u2002Russia\u2019s Assistant Secretary of the Security Council Nail Mukhitov commented that NED mainly affects young people, attempting to erode their patriotism and downplay the role of Russia in the modern world order. Using \u201cliberating the people\u201d as an excuse, the West attempts to\u2002install negative views about Russia in its citizens.<\/p>\n\n\n\n<p>\u25c6French journalist Fr\u00e9d\u00e9ric Charpier\u2002published the book&nbsp;<em>CIA in France: 60 Years of Interference\u2002in French Affairs<\/em>\u2002in 2008, revealing NED\u2002activities in France, and stated that NED relies on disbursement from three agencies\u2014US State Department, USIA, and USAID, and serves the\u2002US diplomatic and military policies.<\/p>\n\n\n\n<p>\u25c6In 2010, the French website Voltaire Network published an article by its founder, Thierry Meyssan, titled \u201cNED, the Legal Window of the CIA,\u201d exposing\u2002NED\u2019s direct involvement in French NGOs, its interference in French elections,\u2002among other misdeeds.<\/p>\n\n\n\n<p>\u25c6In 2018, the Hungarian media&nbsp;<em>Figyelo<\/em>\u2002blacklisted the Hungarian\u2002Helsinki Committee, a civil human rights organization funded\u2002by NED, as\u2002\u201cSoros mercenaries,\u201d accusing it of colluding with foreign forces and undermining the stability of Hungary.<\/p>\n\n\n\n<p>\u25c6In April 2023, NED opened\u2002funding applications to recruit non-partisan, independent media seeking\u2002to defend human rights and the rule of law, and support freedom of speech. Stephen Kinzer, former reporter of&nbsp;<em>The New York Times<\/em>, cautioned\u2002world\u2002governments that NED\u2019s sole purpose is training people to destabilize\u2002governments that Washington disapproves.<\/p>\n\n\n\n<p>\u25c6The Institute of World Economy and International Relations\u2002(IMEMO)\u2002of Russia pointed out in its article \u201cThe National Endowment for Democracy at 40:\u2002Back to Basics?\u201d that NED allows the US government\u2002to pursue a simultaneous two-level foreign policy\u2002with current dictatorial governments,\u2002in which the US government maintains relations,\u2002while NED works at the sub-state level over the long term\u2002to cultivate required political forces capable of replacing these governments in the future. NED can play a role in sensitive areas where government programs are inconvenient.<\/p>\n\n\n\n<p>\u25c6In June 2023,&nbsp;<em>Agencia Brasil<\/em>\u2002quoted\u2002Camila Feix Vidal,\u2002professor at the Federal\u2002University of Santa\u2002Catarina, as saying that NED is strong evidence of democracy\u2002being used as a pretext for seeking gains and a moral excuse for meddling in other countries.<\/p>\n\n\n\n<p>\u25c6In 2016, the Indian government put\u2002NED under watch list due to its donation to NGOs in contravention of the provisions of the Foreign Contribution\u2002Regulation\u2002Act.<\/p>\n\n\n\n<p><strong>Conclusion<\/strong><\/p>\n\n\n\n<p>Under the guise of democracy, freedom, and human rights, the United States has used NED for\u2002infiltration, interference, and subversion against other countries. This has\u2002grossly\u2002violated\u2002other countries\u2019 sovereignty, security, and development interests blatantly\u2002breached international law and basic norms of international relations, and severely jeopardized world peace and stability. Such unpopular\u2002and despicable\u2002acts\u2002are firmly\u2002opposed by the international community.<\/p>\n\n\n\n<p>The world is moving toward multipolarity, and there needs to be greater democracy in international relations. Every country has the right to pursue\u2002a development path suited\u2002to\u2002its\u2002national realities and the needs of its\u2002people.
