This principled stance on Palestine has elevated South Africa\u2019s stature on the global stage.<\/em><\/strong><\/p>\n\n\n\n<p><a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.facebook.com\/sharer\/sharer.php?u=https%3A%2F%2Faje.io%2Fj7e79a\"><\/a><a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/twitter.com\/intent\/tweet?text=What%20does%20new%20coalition%20gov%E2%80%99t%20mean%20for%20South%20Africa%E2%80%99s%20support%20of%20Palestine%3F&amp;source=sharethiscom&amp;related=sharethis&amp;via=AJEnglish&amp;url=https%3A%2F%2Faje.io%2Fj7e79a\"><\/a><a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/aje.io\/j7e79a\"><\/a><\/p>\n\n\n\n<p>When South Africa, under its ruling African National Congress (ANC) party, took Israel to the\u00a0<a href=\"https:\/\/www.aljazeera.com\/program\/inside-story\/2024\/1\/12\/can-south-africas-court-case-against-israel-end-the-war-in-gaza\" target=\"_blank\" rel=\"noopener\">International Court of Justice<\/a>\u00a0(ICJ) in January on allegations of genocide in Gaza, it drew applause from a range of nations, especially in the Global South.<\/p>\n\n\n\n<p>Back at home, though, the support was more muted among the country\u2019s other political parties. The ANC\u2019s main rival at the time, the right-leaning Democratic Alliance (DA), opposed the step \u2014 although it subsequently asked Israel to adhere to the ICJ\u2019s interim rulings. The right-wing populist Patriotic Alliance (PA) called South Africa\u2019s move a \u201cjoke\u201d.<\/p>\n\n\n\n<p>Now, five months later, the ANC has&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/6\/14\/south-africas-ramaphosa-secures-ruling-coalition-but-allies-hold-veto\" target=\"_blank\" rel=\"noopener\">stitched together a coalition government<\/a>&nbsp;to rule the country with the DA and to a lesser extent the PA and the nationalist Inkatha Freedom Party (IFP), raising concerns about how South Africa\u2019s approach to Israel and Palestine may change.<\/p>\n\n\n\n<p>The ANC fell short of a majority in May elections for the first time since the end of apartheid.<\/p>\n\n\n\n<p>The ANC insists that it will not change its position in support of Palestine despite the new coalition agreement.<\/p>\n\n\n\n<p>Yet analysts argued that a coalition-led South Africa may need to make internal trade-offs in pursuing its Palestine policy after months of leading global efforts to hold Israel accountable for its assault on Gaza, which has killed more than 37,000 people.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_2981043\"><img decoding=\"async\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2024\/06\/2023-11-26T145215Z_1276527389_RC21J4AZ6QE3_RTRMADP_3_ISRAEL-PALESTINIANS-SAFRICA-PROTEST-1718627650.jpg?w=770&amp;resize=770%2C522&amp;quality=80\" alt=\"Pro Palestine protest\" class=\"wp-image-2981043\"\/><figcaption class=\"wp-element-caption\">South Africans protest again Israel\u2019s war on Gaza [File: Rogan Ward\/Reuters]<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"will-the-anc-abandon-its-foreign-policy\">\u2018Will the ANC abandon its foreign policy?\u2019<\/h2>\n\n\n\n<p>The DA and IFP have sought to remain neutral on the war while the PA in particular has expressed&nbsp;<a href=\"https:\/\/www.aljazeera.com\/features\/2024\/5\/13\/will-free-palestine-issue-sway-voters-in-south-africa-election\" target=\"_blank\" rel=\"noopener\">support<\/a>&nbsp;for Israel.<\/p>\n\n\n\n<p>In the final coalition agreement, a clause on foreign policy was inserted in which the ANC and its partners agreed on the principles that foreign policy would be based on.<\/p>\n\n\n\n<p>\u201cForeign policy based on human rights, constitutionalism, the national interest, solidarity, peaceful resolution of conflicts, to achieve the African Agenda 2063, South-South, North-South and African cooperation, multilateralism and a just, peaceful and equitable world,\u201d the agreement read.<\/p>\n\n\n\n<p>Advertisement<\/p>\n\n\n\n<p>While the ANC has conceded that the DA is unlikely to change its position on Israel and Palestine, it insisted that it would not give up its longstanding solidarity with Palestinians.<\/p>\n\n\n\n<p>\u201cWill the ANC abandon its ideas on foreign policy? We are not going to change that. Will the DA change from what it represents? It will not change that,\u201d ANC Secretary-General Fikile Mbalula told the media.<\/p>\n\n\n\n<p>He labelled suggestions that the ANC may backtrack on its critical stance against Israel as \u201cmisleading and populist\u201d.<\/p>\n\n\n\n<p>\u201cWe will continue to show solidarity with the people of Palestine. It was not an election stance,\u201d Mbalula insisted.<\/p>\n\n\n\n<p>South Africa\u2019s support for Palestine is deeply rooted in its own decades-long struggle against apartheid with President Cyril Ramaphosa repeatedly labelling Israel an apartheid state.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_2896744\"><img decoding=\"async\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2024\/05\/2023-11-26T145216Z_964470036_RC22J4A5EZCK_RTRMADP_3_ISRAEL-PALESTINIANS-SAFRICA-PROTEST-1715589050.jpg?w=770&amp;resize=770%2C518&amp;quality=80\" alt=\"Pro Palestine rally in South Africa\" class=\"wp-image-2896744\"\/><figcaption class=\"wp-element-caption\">People participate in the Free Palestine Family Walk in Durban, South Africa [File: Rogan Ward\/Reuters]<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"double-standards\">Double standards<\/h2>\n\n\n\n<p>The DA has moved away from its initial steadfast support for Israel and has maintained a middle ground call for \u201cpeace\u201d.<\/p>\n\n\n\n<p>In the run-up to the elections, the ANC criticised the DA for taking a bold stance on the Ukraine war \u2013 DA leader John Steenhuisen travelled to Kyiv in a show of support against Russia\u2019s war \u2013 while not taking a similar stance in support of Palestine.<\/p>\n\n\n\n<p>The DA, in turn, accused the ANC of not being principled in its foreign policy as a result of what it dubbed a \u201ccosy\u201d relationship with Russian President Vladimir Putin.<\/p>\n\n\n\n<p>The ANC government has condemned Russia\u2019s invasion of Ukraine, and Ramaphosa has sought to play a peacemaking role in the conflict but remains friendly with Putin and Russia.<\/p>\n\n\n\n<p>While the ANC signed the agreement with its coalition partners that saw the re-election of Ramaphosa on Friday, it asserted its solidarity with Palestine at Ukrainian President Volodymyr Zelenskyy\u2019s global peace summit in Switzerland but took a hard line against Israel.<\/p>\n\n\n\n<p>South Africa\u2019s representative to the summit, Sydney Mufamadi, who is Ramaphosa\u2019s national security adviser, rejected the&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/6\/16\/summit-demands-ukraines-territorial-integrity-urges-dialogue-to-end-war\" target=\"_blank\" rel=\"noopener\">final communique<\/a>&nbsp;because of Israel\u2019s participation.<\/p>\n\n\n\n<p>In a statement after the summit in Burgenstock, Mufumadi called out what he said were international double standards in uniformly and fairly implementing international law.<\/p>\n\n\n\n<p>He said he found it surprising that Israel was present and signed the communique \u201cjust a few days after a credible high panel committee appointed by the United Nations found that it has, amongst the commission of other atrocity crimes, committed the crime of extermination\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"anc-is-reliant-on-the-da\">\u2018ANC is reliant on the DA\u2019<\/h2>\n\n\n\n<p>Siphamandla Zondi, a professor of politics and international relations at the University of Johannesburg, said that while the ANC, as a party, will not abandon its position on Palestine, it will have to compromise on government actions.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_2650932\"><img decoding=\"async\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2024\/01\/2024-01-26T120230Z_851405433_RC2NP5ABP42Z_RTRMADP_3_ISRAEL-PALESTINIANS-SAFRICA-WORLD-COURT-1706270714.jpg?w=770&amp;resize=770%2C513&amp;quality=80\" alt=\"South African Foreign Minister Naledi Pandor and South African Ambassador to the Netherlands Vusimuzi Madonsela speak on the day the International Court of Justice (ICJ) rule on emergency measures against Israel following accusations by South Africa that the Israeli military operation in Gaza is a state-led genocide, in The Hague, Netherlands, January 26, 2024. REUTERS\/Piroschka van de Wouw\" class=\"wp-image-2650932\"\/><figcaption class=\"wp-element-caption\">South African Foreign Minister Naledi Pandor and South African Ambassador to the Netherlands Vusimuzi Madonsela at the International Court of Justice during a hearing in South Africa\u2019s case against Israel [File: Piroschka van de Wouw\/Reuters]<\/figcaption><\/figure>\n\n\n\n<p>\u201cI think that the ANC might not be able to pursue with its litigations and really pushing very strongly against Israel,\u201d he told Al Jazeera.<\/p>\n\n\n\n<p>\u201cIt might revert to kind of like a principal position that says, \u2018This war must end,\u2019 almost similar to the position on Ukraine.\u201d<\/p>\n\n\n\n<p>At the ICJ, South Africa has accused Israel of genocide, and its case has been supported by more than a&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/6\/6\/which-countries-have-joined-south-africas-case-against-israel-at-the-icj\" target=\"_blank\" rel=\"noopener\">dozen countries<\/a>.<\/p>\n\n\n\n<p>While the DA was initially critical of the government\u2019s decision to take Israel to the ICJ, it said it would abide by the court\u2019s decision on the matter. Zondi said the DA\u2019s stance on Palestine was consistent with centre-right parties across the world and, while they condemn the violence, they were not comfortable calling Israel\u2019s actions a genocide.<\/p>\n\n\n\n<p>Advertisement<\/p>\n\n\n\n<p>\u201cThe coalition agreement will definitely affect the government\u2019s case at the ICJ. The ANC is reliant on the DA,\u201d he said.<\/p>\n\n\n\n<p>Zondi said that while it was unlikely the ANC would give up the international relations ministerial portfolio to its coalition partners, the DA would influence policy decisions.<\/p>\n\n\n\n<p>According to the coalition agreement, decisions in the unity government will have to be taken through \u201csufficient consensus\u201d with the support of 60 percent of the parties in the agreement. This means that the ANC will not be able to make decisions by itself.
