It is a warning that the Middle East cannot achieve lasting stability while the Palestinian question remains unresolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Netanyahu has declared that Israel will not withdraw from Gaza, rejecting the peace plan\u2019s proposed sequence of disarmament, Israeli withdrawal, and a transition toward Palestinian governance. He further expressed that there will be no state of Palestine in his lifetime. His public rebuke of Washington is particularly significant because President Donald Trump has sought to present himself as a peacemaker capable of ending the region\u2019s interconnected wars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deeper problem, however, predates the current Gaza war by decades. The Palestinian question has remained at the heart of the Arab-Israeli conflict since the establishment of Israel in 1948 amid the displacement of hundreds of thousands of Palestinians. Subsequent wars, occupation, settlement expansion and the unresolved status of Jerusalem have continued to fuel resentment and instability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations has repeatedly attempted to establish a framework for resolving the conflict. Security Council resolutions 242 and 338 established the principles of withdrawal and \u201cland for peace\u201d, while Resolution 2334 explicitly declared Israeli settlements in territory occupied since 1967 to have no legal validity and demanded that settlement activity cease. The UN continues to regard the Palestinian question as central to achieving comprehensive peace in the Middle East.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet the gap between international resolutions and political reality remains enormous. Settlement expansion, land confiscation, demolitions, and displacement have continued to undermine the territorial basis for Palestinian self-determination. In its latest reporting, the UN again described settlement activity as a major obstacle to a just and lasting peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The humanitarian consequences have been devastating. Gaza has endured extensive destruction, civilian deaths, displacement, and severe restrictions on humanitarian assistance. The UN humanitarian system has warned repeatedly about catastrophic conditions, including famine and acute humanitarian needs. Whatever political arguments are made about Hamas and Israel\u2019s security, international humanitarian law requires the protection of civilians and the provision of essential assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not absolve Hamas or any other armed group of responsibility for attacks against civilians. A sustainable peace requires the rejection of violence against civilians by all parties. But security cannot become a permanent substitute for a political settlement, nor can the disarmament of one side be treated as sufficient while the underlying political grievances remain unresolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Netanyahu\u2019s rejection also exposes a difficult question for Washington: how much influence is the United States prepared to exercise over its closest Middle Eastern ally? Trump now faces a choice between accepting an Israeli veto over his diplomatic initiative and using American leverage to demand genuine movement toward a political settlement. The rejection has already complicated his ambition to portray himself as the broker of regional peace. Trump\u2019s dream for the Nobel Peace Prize is uncertain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The international community should therefore return to the principles already established through the United Nations: an end to occupation, cessation of settlement expansion, protection of civilians, Palestinian self-determination, and an independent Palestinian state alongside Israel within agreed and internationally recognized borders. The UN General Assembly continues to endorse a two-state solution based on the pre-1967 borders and calls for an end to the occupation that began in 1967.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lesson is straightforward. Peace cannot be built by repeatedly postponing the Palestinian question. Nor can military force permanently substitute for political legitimacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the international community wants to prevent another cycle of war, it must move beyond statements of concern and insist that international law and UN resolutions have practical consequences. Palestinians deserve freedom, security, dignity, and self-determination; Israelis deserve security and recognition. Neither can be achieved permanently at the expense of the other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Netanyahu\u2019s rejection of the Gaza plan should therefore be treated not merely as a setback for one American initiative, but as another reminder of the central truth of Middle Eastern diplomacy: without a credible, enforceable, and just settlement of the Palestinian question, ceasefires will remain temporary and instability will continue to return.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>\u5185\u5854\u5c3c\u4e9a\u80e1\u62d2\u7edd\u52a0\u6c99\u7279\u6717\u666e\u7684\u548c\u5e73\u8ba1\u5212\u7684\u540e\u679c\u3002<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u4ee5\u8272\u5217\u603b\u7406\u672c\u96c5\u660e\u00b7\u5185\u5854\u5c3c\u4e9a\u80e1\u62d2\u7edd\u7f8e\u56fd\u652f\u6301\u768415\u70b9\u52a0\u6c99\u548c\u5e73\u8ba1\u5212\uff0c\u8fdc\u4e0d\u6b62\u662f\u534e\u76db\u987f\u4e0e\u7279\u62c9\u7ef4\u592b\u4e4b\u95f4\u53c8\u4e00\u6b21\u5206\u6b67\u3002\u8fd9\u66f4\u662f\u4e00\u79cd\u8b66\u793a\uff1a\u53ea\u8981\u5df4\u52d2\u65af\u5766\u95ee\u9898\u60ac\u800c\u672a\u51b3\uff0c\u4e2d\u4e1c\u5730\u533a\u5c31\u65e0\u6cd5\u5b9e\u73b0\u6301\u4e45\u7a33\u5b9a\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u5185\u5854\u5c3c\u4e9a\u80e1\u5ba3\u79f0\uff0c\u4ee5\u8272\u5217\u4e0d\u4f1a\u4ece\u52a0\u6c99\u64a4\u519b\uff0c\u5e76\u5426\u51b3\u4e86\u548c\u5e73\u8ba1\u5212\u4e2d\u63d0\u51fa\u7684\u89e3\u9664\u6b66\u88c5\u3001\u4ee5\u8272\u5217\u64a4\u519b\u4ee5\u53ca\u5411\u5df4\u52d2\u65af\u5766\u6cbb\u7406\u8fc7\u6e21\u7684\u6b65\u9aa4\u3002\u4ed6\u8fdb\u4e00\u6b65\u8868\u793a\uff0c\u5728\u4ed6\u6709\u751f\u4e4b\u5e74\u4e0d\u4f1a\u5efa\u7acb\u5df4\u52d2\u65af\u5766\u56fd\u3002\u4ed6\u5bf9\u534e\u76db\u987f\u7684\u516c\u5f00\u8c34\u8d23\u5c24\u5176\u91cd\u8981\uff0c\u56e0\u4e3a\u5510\u7eb3\u5fb7\u00b7\u7279\u6717\u666e\u603b\u7edf\u4e00\u76f4\u8bd5\u56fe\u4ee5\u201c\u548c\u5e73\u7f14\u9020\u8005\u201d\u7684\u5f62\u8c61\u793a\u4eba\uff0c\u58f0\u79f0\u81ea\u5df1\u6709\u80fd\u529b\u7ec8\u7ed3\u8be5\u5730\u533a\u7684\u8fde\u73af\u6218\u4e89\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u7136\u800c\uff0c\u8fd9\u4e00\u6df1\u5c42\u95ee\u9898\u65e9\u5728\u5f53\u524d\u52a0\u6c99\u6218\u4e89\u7206\u53d1\u6570\u5341\u5e74\u524d\u4fbf\u5df2\u5b58\u5728\u3002\u81ea1948\u5e74\u4ee5\u8272\u5217\u5efa\u56fd\u4ee5\u6765\uff0c\u5df4\u52d2\u65af\u5766\u95ee\u9898\u59cb\u7ec8\u662f\u963f\u4ee5\u51b2\u7a81\u7684\u6838\u5fc3\uff0c\u671f\u95f4\u6570\u5341\u4e07\u5df4\u52d2\u65af\u5766\u4eba\u6d41\u79bb\u5931\u6240\u3002\u6b64\u540e\u4e0d\u65ad\u53d1\u751f\u7684\u6218\u4e89\u3001\u5360\u9886\u3001\u5b9a\u5c45\u70b9\u6269\u5f20\u4ee5\u53ca\u8036\u8def\u6492\u51b7\u5730\u4f4d\u7684\u672a\u5b9a\uff0c\u6301\u7eed\u52a0\u5267\u4e86\u6c11\u4f17\u7684\u6028\u6068\u60c5\u7eea\u548c\u4e0d\u7a33\u5b9a\u5c40\u52bf\u3002\u8054\u5408\u56fd\u66fe\u591a\u6b21\u8bd5\u56fe\u5efa\u7acb\u89e3\u51b3\u51b2\u7a81\u7684\u6846\u67b6\u3002\u5b89\u7406\u4f1a\u7b2c242\u53f7\u548c\u7b2c338\u53f7\u51b3\u8bae\u786e\u7acb\u4e86\u64a4\u519b\u548c\u201c\u571f\u5730\u6362\u548c\u5e73\u201d\u7684\u539f\u5219\uff0c\u800c\u7b2c2334\u53f7\u51b3\u8bae\u5219\u660e\u786e\u5ba3\u5e031967\u5e74\u4ee5\u6765\u88ab\u5360\u9886\u571f\u4e0a\u7684\u4ee5\u8272\u5217\u5b9a\u5c45\u70b9\u5728\u6cd5\u5f8b\u4e0a\u65e0\u6548\uff0c\u5e76\u8981\u6c42\u505c\u6b62\u5b9a\u5c45\u6d3b\u52a8\u3002\u8054\u5408\u56fd\u4ecd\u89c6\u5df4\u52d2\u65af\u5766\u95ee\u9898\u4e3a\u5b9e\u73b0\u4e2d\u4e1c\u5168\u9762\u548c\u5e73\u7684\u6838\u5fc3\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u8fd9\u5e76\u4e0d\u514d\u9664\u54c8\u9a6c\u65af\u6216\u5176\u4ed6\u4efb\u4f55\u6b66\u88c5\u7ec4\u7ec7\u5bf9\u5e73\u6c11\u53d1\u52a8\u653b\u51fb\u7684\u8d23\u4efb\u3002\u53ef\u6301\u7eed\u7684\u548c\u5e73\u9700\u8981\u5404\u65b9\u5171\u540c\u675c\u7edd\u9488\u5bf9\u5e73\u6c11\u7684\u66b4\u529b\u884c\u4e3a\u3002\u4f46\u5b89\u5168\u4e0d\u80fd\u6210\u4e3a\u653f\u6cbb\u89e3\u51b3\u7684\u6c38\u4e45\u66ff\u4ee3\u54c1\uff0c\u4e5f\u4e0d\u80fd\u4ec5\u51ed\u5355\u65b9\u9762\u89e3\u9664\u6b66\u88c5\u5c31\u8ba4\u4e3a\u8db3\u591f\uff0c\u800c\u5f53\u6839\u672c\u7684\u653f\u6cbb\u4e0d\u6ee1\u5c1a\u672a\u89e3\u51b3\u65f6\uff0c\u8fd9\u79cd\u505a\u6cd5\u540c\u6837\u4e0d\u53ef\u53d6\u3002<\/p>\n\n\n\n<p
