But there is no indication that I&#8217;m one of them at this moment.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rubio responded that the people in the biggest danger were U.S. service members, who he said could face prosecution years later over \u200btheir actions in war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ICC was established in 2002 by the international community to prosecute war crimes, \u200bgenocide and crimes against humanity. It asserts jurisdiction only if a member state is unable or unwilling to prosecute \u200catrocities itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u2060United States has never been a member of the court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the ICC statute also gives the court the power to prosecute atrocity crimes committed on the territory of member states by nationals of non-member states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump&#8217;s opposition toward the court goes back to his&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/world\/trump-authorizes-sanctions-over-icc-afghanistan-war-crimes-case-idUSKBN23I23Z\/\" target=\"_blank\" rel=\"noopener\">first term<\/a>.
