{"id":35446,"date":"2026-08-01T05:11:36","date_gmt":"2026-08-01T05:11:36","guid":{"rendered":"https:\/\/gsrra.com\/?p=35446"},"modified":"2026-08-01T05:11:55","modified_gmt":"2026-08-01T05:11:55","slug":"trump-will-be-very-disappointed-if-israel-obstructs-his-gaza-plan-us-official-warns","status":"publish","type":"post","link":"https:\/\/gsrra.com\/?p=35446","title":{"rendered":"Trump will be \u2018very disappointed\u2019 if Israel obstructs his Gaza plan, US official warns"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong><em>Comments come after Netanyahu\u2019s office says Israel can\u2019t accept disarmament proposal approved by Hamas, which an official says triggered a 14-day sprint to set an implementation timeline<\/em><\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/terms-images\/writers\/Capture-1-medium.jpg\" alt=\"Jacob Magid\" title=\"Jacob Magid\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/07\/WhatsApp-Image-2026-07-28-at-18.53.21.jpeg\" target=\"_blank\" rel=\"noopener\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">US President Donald Trump will be \u201cvery disappointed\u201d if Israel doesn\u2019t allow for the advancement of his 20-point plan for the reconstruction of Gaza, a senior US official said on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warning was issued during a briefing with reporters shortly after Trump announced that Hamas had approved the disarmament plan put forward by his Board of Peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responding to reports of a breakthrough in talks between the Board of Peace and Hamas in Egypt earlier Thursday, Prime Minister Benjamin Netanyahu\u2019s office issued a statement pouring cold water on the optimism by claiming that the disarmament proposal did not meet Israel\u2019s demands for a full demilitarization of Gaza in exchange for any withdrawals from the Strip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The statement apparently irked the Trump administration, prompting the senior US official to tell reporters, \u201cWe\u2019re not asking Israel to do anything that isn\u2019t in the 20-point plan that they agreed to initially, and so we\u2019re very confident they will adhere to it. If they don\u2019t, President Trump would be very, very disappointed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe just need them to keep to the original agreement that got their hostages home and ended the war. Gaza was the biggest thorn in their side for many years,\u201d the official continued. \u201cWith all of the different issues they have going on right now, this is not something they want to escalate as an issue right now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe believe that they\u2019ll continue to be a good partner in this and comply,\u201d the US official added.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3839864\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/06\/AP26160636992012.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/06\/AP26160636992012-640x400.jpg\" alt=\"\" class=\"wp-image-3839864\"\/><\/a><figcaption class=\"wp-element-caption\">Palestinian gunmen from Hamas and Islamic Jihad gather next to Eid al-Fitr prayers in Gaza City, March 20, 2026. They didn\u2019t believe we\u2019d get the bodies out. They\u2019re very skeptical that Hamas will disarm\u2026 But Hamas did make a deal\u2026 and Hamas did come through by getting the bodies out and the hostages, so we intend to hold Israel to its commitments as well and make sure we can be a fair broker.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US official also called out Israel for objecting to including Qatar and Turkey in the Board of Peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was a lot of criticism, particularly in Israel, when we invited Turkey and Qatar to join the Board of Peace Gaza Executive Board, but they\u2019ve been essential partners along with Egypt in helping keep this ceasefire together,\u201d he said. \u201cIsrael has its own craziness with their politics, and Palestinian aspirations are important. But we\u2019re trying to put that to the side and constantly push forward.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Two-week crunch time triggered<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Thursday\u2019s briefing was scheduled by the White House to offer additional details on the disarmament proposal accepted by Hamas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Board of Peace official separately told The Times of Israel that Hamas\u2019s authorization triggered a 14-day period during which the sides will finalize the timeline for implementing each subsequent step of the disarmament framework.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3827030\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/05\/AP26135341865397.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/05\/AP26135341865397-640x400.jpg\" alt=\"\" class=\"wp-image-3827030\"\/><\/a><figcaption class=\"wp-element-caption\">Palestinians walk along a street surrounded by buildings destroyed during the Israel-Hamas war, in Gaza City, May 15, 2026. (AP\/Abdel Kareem Hana)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The potential timelines on the table for the full disarmament process range from roughly 200 to 350 days, another Board of Peace official said during the briefing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once that timeline is locked in, the Board of Peace will begin holding Israel to its commitments from the October 2025 Gaza ceasefire, the second Board of Peace official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responding to Trump\u2019s announcement of the agreement, senior Hamas official Ghazi Hamad noted to Al Jazeera that the storage of Hamas\u2019s weapons is contingent on a gradual Israeli withdrawal from the Gaza Strip and the dismantling of militias backed by Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will not take a single step unless we are certain that Israel will also carry out its commitments,\u201d he told the network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamad added that the weapons would be placed in storage only after the commitments of the first phase of the ceasefire are fulfilled \u2014 apparently referring to the entry of humanitarian aid \u2014 and after the National Committee for the Administration of Gaza enters the Strip.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Holding Israel to unmet commitments<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Israel was supposed to cease striking Gaza and meet a series of benchmarks pertaining to the entry of humanitarian aid into the Strip that it has largely ignored.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board of Peace largely&nbsp;<a href=\"https:\/\/www.timesofisrael.com\/board-of-peace-wont-hold-israel-to-truce-terms-if-hamas-doesnt-okay-disarmament-offer\/\" target=\"_blank\" rel=\"noopener\">refrained<\/a>&nbsp;from holding Israel to those commitments, as Hamas dragged its feet on agreeing to the US-led panel\u2019s disarmament proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now that Hamas has consented to the roadmap, Israel will be expected to withdraw to the original Yellow Line that was established in the October 2025 ceasefire. That demarcation kept Israel in control of roughly 53 percent of Gaza, but Israel has since violated that clause by pushing to occupy as much as 70% of the Strip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Israel won\u2019t be required to withdraw beyond the original Yellow Line until Hamas begins to hand over its weapons, the first Board of Peace official told The Times of Israel, adding that the IDF will only be allowed to respond to what are deemed as imminent threats.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3812623\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/04\/AFP__20260428__A99B8JK__v1__HighRes__PalestinianIsraelConflictGaza.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/04\/AFP__20260428__A99B8JK__v1__HighRes__PalestinianIsraelConflictGaza-640x400.jpg\" alt=\"\" class=\"wp-image-3812623\"\/><\/a><figcaption class=\"wp-element-caption\">Palestinians attend the funeral of a senior Hamas commander and three others killed in an Israeli strike that targeted a vehicle in Gaza City, on April 28, 2026 (Omar Al-Qattaa\/ AFP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Hamas and all other armed Palestinian factions will also be required to cease all military activity after the initial 14-day period is complete and the timelines for the entire roadmap are set, the second Board of Peace official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Implementation Verification Committee (IVC) will be established to independently confirm that both sides are adhering to their commitments from the October 2025 ceasefire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The roadmap will not advance to a subsequent phase of decommissioning, withdrawal or reconstruction until the completion of the initial phase has been confirmed by the IVC.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Enter the NCAG\u2026 on a fluid timeline<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Once it is verified that the sides are adhering to the terms of the October 2025 ceasefire, the Board of Peace\u2019s disarmament proposal envisions the National Committee for the Administration of Gaza (NCAG) \u2014 the panel of Palestinian technocrats tasked with replacing Hamas in governing the Strip \u2014 gradually entering the enclave, the Board of Peace official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NCAG will seek to maintain a continuity of services for the people of Gaza, even as it hires new civil workers, or fires or reassigns those who have been working for Hamas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While both Board of Peace officials noted the 14-day initial timeline, they \u2014 along with the senior US official \u2014 appeared to leave the door open to the possibility that the process could be dragged out, just as it has until this point.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3736464\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/01\/894107.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/01\/894107-640x400.jpg\" alt=\"\" class=\"wp-image-3736464\"\/><\/a><figcaption class=\"wp-element-caption\">The National Committee for the Administration of Gaza holds its first meeting in Cairo on January 15, 2026. (Screen capture\/X)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDon\u2019t get stuck on the dates and the number of days because the timelines really depend on how each phase is implemented,\u201d said the second Board of Peace official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI wouldn\u2019t put too much emphasis on timing,\u201d the US official added. \u201cHopefully both sides will cooperate\u2026 and if they don\u2019t, we\u2019ll deal with it accordingly, as we have in the last few months.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">ISF and new Gaza police force take security reins<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Gradually entering the Strip along with the NCAG will be the International Stabilization Force (ISF) and a new Palestinian police force for Gaza, a Board of Peace official said during a briefing with reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US official said the Board of Peace has secured commitments for 5,000 troops from various countries. However, only a handful of representatives from Morocco, Kosovo, Albania and Kazakhstan have actually made it to Israel for eventual deployment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board of Peace official said the four contributing countries will also be talking to other nations about joining the ISF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ISF will be tasked with supporting the training of the new Gaza police force, supporting the decommissioning of weapons, and positioning itself between Israeli forces and Palestinians, as the IDF gradually withdraws from the Strip, the official explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US official said training for the police force has already begun, though the vast majority of the 5,000 vetted recruits have yet to leave Gaza amid Israeli foot-dragging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board of Peace official indicated that some current Hamas policemen will be able to serve on the new Gaza force, while others will be assigned other jobs that are not related to security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t want people to lose their livelihood. However, we want to be very clear that as the NCAG comes in\u2026 it actually has the freedom to operate and work effectively,\u201d the official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NCAG and the new police force will be responsible for dealing with all internal security incidents, maintaining public order and enforcing the law in the Strip, the Board of Peace official added.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Hamas police weapons were given up first, then heavy weapons, and personal guns<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Board of Peace disarmament proposal approved by Hamas will see the terror group first hand over the weapons held by its police force to the NCAG, the official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That will be followed by the decommissioning of heavy weapons, arms depots and tunnels that exist in Gaza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Personal weapons left in Gaza will be handed over last, in line with existing Palestinian Authority law, which allows for individuals to carry a gun under strict conditions if properly registered.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3839873\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/06\/AP26079245478396.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/06\/AP26079245478396-640x400.jpg\" alt=\"\" class=\"wp-image-3839873\"\/><\/a><figcaption class=\"wp-element-caption\">FILE \u2013 Palestinian gunmen from Hamas and Islamic Jihad gather next to Eid al-Fitr prayers in Gaza City, March 20, 2026. (AP Photo\/Abdel Kareem Hana, File)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">IDF-backed militias and armed clans in Gaza will also be required to hand over their weapons as part of this process, the Board of Peace official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While weapons will be handed over to the NCAG, the ISF will help facilitate the decommissioning, and its leadership has already been studying ways to ensure the handover can proceed safely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The framework will be advanced gradually throughout the Strip and be linked strictly to the IDF\u2019s withdrawals, both of which will be monitored by the International Verification Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The process will be based on the principle of \u201cone authority, one law and one weapon principle\u2026 so that we don\u2019t end up in a situation where you have NCAG control during the day and militants coming out during the night to disrupt this process,\u201d the Board of Peace official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A \u201cSocial Peace Agreement\u201d will also be signed by all factions in Gaza to prevent a scenario where one group turns on another once weapons have been turned over, the official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Little information was provided during the briefing call regarding the reconstruction of Gaza, beyond that it will be supervised by the Board of Peace and the NCAG \u201cin accordance with international standards,\u201d the Board of Peace official said.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3835187\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/06\/militia-dhini.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/06\/militia-dhini-640x400.jpg\" alt=\"\" class=\"wp-image-3835187\"\/><\/a><figcaption class=\"wp-element-caption\">Fighters from the militia led by Ghassan Dehini operating in the Rafah area of Gaza, in a still made from video posted in February 2026. (screen capture: Facebook \/ Counter-Terrorism Apparatus)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">A different Board of Peace official told The Times of Israel that reconstruction will move ahead in areas that have been decommissioned, with the first pilot housing project set to begin on the ruins of the southern Gaza city of Rafah at the beginning of 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board of Peace secured $16 billion in pledges from mainly Gulf countries, which it has refrained from collecting until Hamas accepted its disarmament proposal, the US official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Israeli-Cypriot real estate developer and Board of Peace Gaza Executive Board member Yakir Gabay has been negotiating with unnamed contractors and has succeeded in bringing costs down for reconstruction projects, the US official added.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Iran unsuccessfully tried to convince Hamas not to accept disarmament<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The senior US official said Iran had tried to convince Hamas not to accept the Board of Peace\u2019s disarmament proposal, but ultimately failed in that effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIran would have liked Hamas not to do the deal but\u2026 Iran abandoned Hamas a while ago. They can\u2019t afford to to keep them going, and I think the Hamas guys realize that they have to do what\u2019s best for for themselves and and for the people,\u201d the US official said, adding that the disarmament proposal\u2019s offer of amnesty to Hamas members who agree to give up their weapons and adhere to Trump\u2019s 20-point plan was a key selling point for the terror group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIran did try to convince them not to do this deal, but ultimately we were able to overcome that,\u201d the US official added, confirming a report from the Axios news site, which said that officials from Iran\u2019s Islamic Revolutionary Guard Corps had urged a Hamas delegation attending the funeral of former supreme leader Ali Khamenei not to rush into accepting the Board of Peace proposal.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3855182\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/07\/WhatsApp-Image-2026-07-04-at-5.07.26-PM.jpeg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2026\/07\/WhatsApp-Image-2026-07-04-at-5.07.26-PM-640x400.jpeg\" alt=\"\" class=\"wp-image-3855182\"\/><\/a><figcaption class=\"wp-element-caption\">Iranian Foreign Minister Abbas Araghchi, right, meets with chairman of Hamas\u2019s Shura Council Muhammad Ismail Darwish, left, July 4, 2026. (Telegram channel of the Iranian Foreign Minister)<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">US: The PA can sit this one out; we\u2019re talking with Dahlan<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about the role of the Palestinian Authority in the postwar management of Gaza, the senior US official said the PA should focus on carrying out reforms in the West Bank so that it can one day maybe be ready to govern the Strip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The US official acknowledged the&nbsp;<a href=\"https:\/\/www.timesofisrael.com\/us-approves-formal-communication-channel-between-pa-and-board-of-peace-officials\/\" target=\"_blank\" rel=\"noopener\">liaison office<\/a>&nbsp;that was set up to coordinate between the Board of Peace and the PA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut at the end of the day, they have to focus on reforms. They have to show that they can run the West Bank and then obviously we can consider them coming into Gaza,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe PA has not been effective in the West Bank, and Hamas has been much worse in Gaza, so we\u2019re going to try something new,\u201d the senior US official added, making no mention of the long list of&nbsp;<a href=\"https:\/\/www.timesofisrael.com\/israel-acts-to-ease-palestinian-banking-crisis-it-helped-create-but-is-it-moving-too-late\/\" target=\"_blank\" rel=\"noopener\">punitive actions<\/a>&nbsp;taken by Netanyahu\u2019s government that have brought the PA to the brink of collapse and have significantly hobbled its ability to carry out reforms even if it wanted to.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pouring further salt in the wound, the US official&nbsp;<a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/kushner-ex-pa-official-dahlan-credited-for-breakthrough-in-hamas-disarmament-talks\/\" target=\"_blank\" rel=\"noopener\">confirmed<\/a>&nbsp;that one of PA President Mahmoud Abbas\u2019s top rivals, ousted Gaza security chief Mohammed Dahlan, has been among the people that Washington has consulted about the postwar management of the Strip.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_2372204\"><a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2020\/08\/AP_06121807520.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2020\/08\/AP_06121807520-640x400.jpg\" alt=\"\" class=\"wp-image-2372204\"\/><\/a><figcaption class=\"wp-element-caption\">Palestinian Authority President Mahmoud Abbas flashes the V-sign as Fatah leader Mohammed Dahlan looks on after they met with British Prime Minister Tony Blair at his office in the West Bank town of Ramallah, December 18, 2006.
