{"id":33124,"date":"2026-06-05T04:23:24","date_gmt":"2026-06-05T04:23:24","guid":{"rendered":"https:\/\/gsrra.com\/?p=33124"},"modified":"2026-06-05T04:25:03","modified_gmt":"2026-06-05T04:25:03","slug":"did-germany-lose-its-unsc-seat-because-of-support-for-israel","status":"publish","type":"post","link":"https:\/\/gsrra.com\/?p=33124","title":{"rendered":"Did Germany lose its UNSC seat because of support for Israel?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em><strong>Germany lost its Security Council bid to Austria and Portugal, which secured the two available seats.<\/strong><\/em><a href=\"https:\/\/www.aljazeera.com\/author\/caolan-magee\" target=\"_blank\" rel=\"noopener\"><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany failed to secure a temporary seat on the&nbsp;<a href=\"https:\/\/www.aljazeera.com\/video\/newsfeed\/2026\/6\/4\/germany-admits-failure-to-secure-unsc-seat-likely-due-to-support-for-israel\" target=\"_blank\" rel=\"noopener\">United Nations Security Council (UNSC)<\/a>&nbsp;on Wednesday, with Foreign Minister Johann Wadephul suggesting that Berlin\u2019s support for Israel may have cost the country crucial votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UNSC consists of 15 members, including five permanent members and 10 elected members serving two-year terms. Germany was competing with Austria and Portugal for two seats allocated to the \u201cWestern Europe and Others\u201d group, with the two other countries ultimately securing the positions instead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wadephul\u2019s bid won 104 votes in the UN General Assembly, falling 23 short of the two-thirds majority required for election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the first time Germany has failed to win a rotating seat on the Security Council after decades of successfully securing one of the Western European seats every eight years. Here\u2019s what we know.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What has the response in Germany been?<\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"770\" height=\"513\" src=\"https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-51.png\" alt=\"\" class=\"wp-image-33127\" srcset=\"https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-51.png 770w, https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-51-300x200.png 300w, https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-51-768x512.png 768w\" sizes=\"(max-width: 770px) 100vw, 770px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Wadephul travelled to New York last week to personally lobby for Germany\u2019s candidacy for the UNSC, reportedly meeting around 80 ministers and ambassadors at the UN and hosting a reception on Monday evening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But as the votes came in, the defeat immediately fuelled criticism at home of Chancellor Friedrich Merz, who entered office promising to restore Germany\u2019s influence in Europe and on the world stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alice Weidel, co-leader of the far-right Alternative for Germany (AfD), described the result as an \u201cembarrassment\u201d, while Adis Ahmetovic, foreign policy spokesman for the Social Democratic Party\u2019s parliamentary group, said the vote was \u201ca gauge of how [Germany] is perceived internationally\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany\u2019s foreign minister attributed the defeat to the country\u2019s positions on both Ukraine and Israel. \u201cWe have always taken a clear stance on certain issues, and these are positions that not all member states share,\u201d Wadephul told reporters, adding that it was \u201cno secret\u201d that Russia had worked to generate opposition to Germany\u2019s candidacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is our firm support for Ukraine; the fact that Russia does not want such a voice at the Security Council,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Wadephul also acknowledged that Germany\u2019s support for Israel may have hurt its chances.&nbsp;\u201cThe fact that Germany must always assume a special responsibility for Israel in the Middle East conflict may also have cost votes,\u201d he said, referring to Germany\u2019s backing of Israel in the shadow of the Nazi Holocaust during World War Two.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why did Germany fail to secure a seat on the UNSC?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Some analysts have dismissed the suggestion that Germany\u2019s support for Ukraine played a significant role in the vote, arguing instead that international opposition to Berlin\u2019s backing of Israel was more likely the decisive factor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLet\u2019s be clear: Germany\u2019s support for Ukraine had nothing to do with it. Portugal and Austria \u2013 who beat Germany \u2013 are no less supportive of Ukraine,\u201d said Trita Parsi, executive vice president of the Quincy Institute for Responsible Statecraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt has everything to do with Germany\u2019s support for Israel\u2019s genocide and the manner in which the German government has been willing to undermine international law and the UN Charter on behalf of Israel. Germany\u2019s blind support for Israeli crimes cost Germany its seat on the UNSC. As it should.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parsi further argued that Germany\u2019s recent foreign policy has damaged its international standing, despite the country\u2019s diplomatic influence and financial contributions to the UN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am not surprised in the least that Germany lost its bid for a UNSC elected seat, despite being the second-largest financial contributor to the UN and for its leadership role negotiating the Pact of the Future \u2026 hopefully, it will prompt some serious rethinking in Berlin.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Craig Mokhiber, former director of the New York office of the Office of the UN High Commissioner for Human Rights (OHCHR), also linked the defeat to Germany\u2019s position on Israel and Palestine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn a rare moment of justice at the UN General Assembly today, Germany lost its bid for a UN Security Council seat,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGermany\u2019s scandalous support for genocide in Palestine and aggression against Iran, and its repression of human rights defenders inside Germany, were all on display as the body handed Germany this unprecedented loss.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"770\" height=\"513\" src=\"https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-52.png\" alt=\"\" class=\"wp-image-33128\" srcset=\"https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-52.png 770w, https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-52-300x200.png 300w, https:\/\/gsrra.com\/wp-content\/uploads\/2026\/06\/image-52-768x512.png 768w\" sizes=\"(max-width: 770px) 100vw, 770px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Since Israel\u2019s war on Gaza in October 2023, Germany has&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2023\/11\/10\/germany-gaza-protests-crackdown\" target=\"_blank\" rel=\"noopener\">cracked down<\/a>&nbsp;hard on pro-Palestine protests and&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2025\/4\/14\/germany-orders-deportation-of-pro-palestine-activists-what-you-should-know\" target=\"_blank\" rel=\"noopener\">ordered the deportation<\/a>&nbsp;of several activists, drawing international criticism.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Does Germany have a \u2018special relationship\u2019 with Israel?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At the UN General Assembly in New York, German diplomats have typically pursued a cautious approach to Israel, frequently abstaining on resolutions concerning Israel and Palestine while maintaining support for a two-state solution and international law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since October 2023, the UN General Assembly has voted on at least seven resolutions related to Gaza and the broader question of Palestine. Germany abstained on four of them, including two resolutions in 2023 that called for a humanitarian truce or ceasefire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Berlin also abstained in a vote to support Palestine\u2019s bid for enhanced UN membership and on a resolution demanding that Israel end its unlawful presence in the occupied Palestinian territory. It later voted in favour of ceasefire resolutions, including one in 2024 and another in 2025. By then, tens of thousands of Palestinians had already been killed in Gaza. The enclave\u2019s death toll, from what human rights groups describe as Israel\u2019s genocide in Gaza, has since surpassed 70,000, with many thousands more missing and presumed dead under the rubble.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the ceasefire last October, Chancellor Friedrich Merz has visited Israel and met Benjamin Netanyahu \u2013 despite the International Criminal Court (ICC) issuing an&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/11\/21\/icc-issues-arrest-warrant-for-israeli-pm-netanyahu-for-war-crimes-in-gaza\" target=\"_blank\" rel=\"noopener\">arrest warrant<\/a>&nbsp;for the Israeli prime minister in 2024 and the International Court of Justice (ICJ)&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/1\/26\/world-reacts-to-icj-ruling-on-south-africas-genocide-case-against-israel\" target=\"_blank\" rel=\"noopener\">ordering Israel to refrain from genocidal acts<\/a>&nbsp;in Gaza the same year as it investigates South Africa\u2019s allegations of genocide. Several other countries have since joined South Africa\u2019s legal case against Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his visit to Israel last December, Merz said Germany had no plans to recognise a Palestinian state \u201cin the foreseeable future\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His trip came days after Germany lifted a three-month suspension on arms export approvals for weapons that could be used in Gaza. A recent&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/longform\/2026\/5\/23\/not-just-the-us-india-to-brazil-51-nations-armed-israel-amid-gaza-war\" target=\"_blank\" rel=\"noopener\">Al Jazeera investigation<\/a>&nbsp;found that weapons originating from Germany continued flowing to Israel during the period of arms restrictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany has also faced criticism from rights groups over its domestic response to pro-Palestinian activism, with a video showing German police using heavy-handed measures to detain peaceful protesters.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">For what other reasons did Germany lose its bid for a seat on the UNSC?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While Germany\u2019s support for Israel may have played a role in the outcome, there are additional factors that may have also contributed to its defeat, observers say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Portugal, which secured one of the two seats up for grabs, entered the race with strong diplomatic ties across the Portuguese and Spanish-speaking world, while the country\u2019s international standing has also grown in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Antonio Costa is President of the European Council, while Antonio Guterres is the UN Secretary-General, solidifying Portugal&#8217;s reputation as a relatively neutral diplomatic actor that can appeal to a broad base of countries, particularly in the global south.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austria may have benefitted from its longstanding military neutrality, which is constitutionally mandated. Unlike Germany, Austria is not a NATO member, a position that may appeal to non-aligned countries in Africa, Asia and Latin America. Vienna\u2019s status as one of the UN\u2019s main global hubs has also helped Austria cultivate a reputation as a committed multilateral actor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Timing may have been another factor. Austria began campaigning for the 2027-2028 Security Council term several years before Germany entered the race, giving it a significant head start in building diplomatic support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But experts say Austria\u2019s victory may also reflect something broader: Germany\u2019s declining standing among parts of the international community, particularly due to its steadfast support for Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like Germany, Austria has traditionally been among Israel\u2019s strongest supporters in Europe.
