New York congresswoman criticizes \u2018unconditional\u2019 US aid and calls for enforcement of Leahy laws<\/em><\/strong><\/a><\/p>\n\n\n\n

Alexandria Ocasio-Cortez said during a Munich security conference panel on Friday on the future of foreign policy that the Democratic Party\u2019s next presidential nominee should reconsider the country\u2019s military aid to Israel.<\/p>\n\n\n\n

Hagar Shezaf of the Israeli newspaper Haaretz asked the US congresswoman if she thought \u201cthe Democratic presidential candidate in the 2028 elections should re-evaluate military aid to Israel\u201d.<\/p>\n\n\n\n

\u201cTo me this isn\u2019t just about a presidential election,\u201d Ocasio-Cortez replied<\/a>, \u201cpersonally, I think that the United States has an obligation to uphold its own laws, particularly the Leahy laws.<\/p>\n\n\n\n

\u201cI think that, personally, the idea of completely unconditional aid, no matter what one does, does not make sense,\u201d she added. \u201cI think it enabled a genocide in Gaza, and I think that we have thousands of women and children dead \u2026 that was completely avoidable.<\/p>\n\n\n\n

\u201cSo I believe that enforcement of our own laws, through the Leahy laws, which requires conditioning aid in any circumstance when you see gross human rights violations, is appropriate,\u201d Ocasio-Cortez concluded.<\/p>\n\n\n\n

The\u00a0Leahy laws<\/a>\u00a0are two statutory provisions, named for the former senator Patrick Leah,y who introduced them in the 1990s, which prohibit the US defense department and state department from providing funds to \u201cunits of foreign security forces where there is credible information implicating that unit in the commission of gross violations of human rights\u201d.<\/p>\n\n\n\n

But, according to Charles Blaha<\/a>, the former director of the state department office that leads Leahy vetting of foreign security units, while state \u201cdepartment officials insist<\/a> that Israeli units are subject to the same vetting standards as units from any other country. Maybe in theory. But in practice, that\u2019s simply not true.\u201d<\/p>\n\n\n\n

Matt Whitaker, the US ambassador to Nato, declined to directly answer the question, saying Israel is \u201cone of our closest allies\u201d.<\/p>\n\n\n\n

Earlier in the day, Ocasio-Cortez had accused Donald Trump of seeking to introduce an \u201cage of authoritarianism\u201d and condemning his foreign policy in front of its allies\u2019 top policymakers.<\/p>\n\n\n\n

In her remarks, Ocasio-Cortez said Trump and Marco Rubio, the secretary of state, were \u201clooking to withdraw the United States from the entire world so that we can turn into an age of authoritarianism\u201d, as they sought to \u201ccarve out a world where Donald Trump<\/a> can command the western hemisphere and Latin America as his personal sandbox, where Putin can saber rattle around Europe and try to bully our own allies there\u201d.<\/p>\n\n\n\n

She went on further to outline what she called an \u201calternative vision\u201d for a left-wing\u00a0US foreign policy<\/a>, saying that she and her fellow Democrats were calling for a return to a \u201crules-based order\u201d without the \u201chypocrisies\u201d of US foreign policy that have dominated the past and current administrations.<\/p>\n\n\n\n

It remains unclear how big a role Democrats\u2019 positions on the Israel-Gaza conflict will play in the 2028 presidential race. Some of the Democrats viewed as likely contenders have already faced questions on the issue, with some<\/a> staking out a more critical stance than Kamala Harris or Joe Biden did in the 2024 race.<\/p>\n\n\n\n
