[Screenshot via AFP]\"\/><figcaption class=\"wp-element-caption\">An Israeli strike hits Qennarit, in the Sidon district of south Lebanon, on January 21, 2026 [Screenshot via AFP]<\/figcaption><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.aljazeera.com\/author\/justin_salhani_150211052541586\" target=\"_blank\" rel=\"noopener\"><\/a>Lebanon\u2019s President Joseph Aoun could be facing the most critical period of his one-year tenure in the coming weeks and months.<\/p>\n\n\n\n<p>In February, Lebanese Armed Forces (LAF) chief of staff Rodolphe Haykal is set to visit Washington, DC. Also in February, the LAF will present a plan for phase two of Hezbollah\u2019s disarmament. Then in March, an international conference will be held in Paris in support of the Lebanese army.<\/p>\n\n\n\n<p>These events come amid increasing United States and Israeli pressure on Lebanon and on Aoun, a former armed forces chief himself, to continue the effort to disarm Hezbollah. They also come as&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2026\/1\/25\/wave-of-israeli-attacks-kills-two-in-lebanon-in-latest-ceasefire-violation\" target=\"_blank\" rel=\"noopener\">Israeli attacks<\/a>&nbsp;in south Lebanon and the Bekaa Valley intensify, and as Hezbollah leader Naim Qassem&nbsp;<a href=\"https:\/\/www.aljazeera.com\/features\/2026\/1\/7\/israels-continued-attacks-on-lebanon-could-derail-hezbollah-disarmament\" target=\"_blank\" rel=\"noopener\">states<\/a>&nbsp;that his group will not accept disarmament north of the Litani River, which flows across south Lebanon, unless Israel starts to abide by the ceasefire agreed in November 2024.<\/p>\n\n\n\n<p>Israel has been violating the truce with bombardments on a near-daily basis, and continues to occupy parts of the south.<\/p>\n\n\n\n<p>This leaves Aoun caught between a rock and a hard place, facing the difficult task of disarming Hezbollah without pushing Lebanon into renewed civil conflict, which no one in a scarred nation wants.<\/p>\n\n\n\n<p>He is also being relied on to get Israel, which has violated the November 2024 ceasefire more than 11,000 times, to stop attacking the country at a time when the LAF is currently undermanned, underfunded and underequipped to deploy across south Lebanon, let alone militarily confront the Israelis.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" army and pressure Israel to abide by the ceasefire: two crucial steps that would facilitate an easier disarmament of Hezbollah.<\/p>\n\n\n\n<p>\u201cJoseph Aoun finds himself in an extremely sensitive position, caught between escalating American and Israeli pressure on one hand, and domestic rejection of any discussion of weapons under fire on the other,\u201d Souhaib Jawhar, a nonresident fellow at the Beirut-based Badil, the Alternative Policy Institute, told Al Jazeera. \u201cWhat he is doing today is managing a highly fragile transitional phase, aimed more at preventing a comprehensive collapse than at imposing a final settlement.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"a-new-agreement\">A new agreement?<\/h2>\n\n\n\n<p>On November 27, 2024, a ceasefire between Israel and Hezbollah went into effect. The two parties had exchanged cross-border attacks since October 8, 2023, the day after a Hamas-led operation into southern Israel launched the Israel-Palestine war.<\/p>\n\n\n\n<p>Get instant alerts and updates based on your interests. In October, Israeli troops invaded south Lebanon and engaged Hezbollah in battles. By the time the ceasefire was agreed, Israel had killed nearly 4,000 people in Lebanon, including hundreds of civilians.<\/p>\n\n\n\n<p>Hezbollah had also been badly weakened as a military and political force in Lebanon, suffering the&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/9\/28\/hassan-nasrallah-hezbollah-leader-killed-in-beirut-in-israeli-strike\" target=\"_blank\" rel=\"noopener\">assassination<\/a>&nbsp;of its charismatic, longtime leader Hassan Nasrallah.<\/p>\n\n\n\n<p>Under the agreement, both sides were to cease their attacks, Hezbollah would withdraw to north of the Litani River, and Israel would pull its troops out of Lebanon. But since then, Israel hasn\u2019t stopped attacking Lebanon, and it still maintains troops in five points on Lebanese territory.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_3518594\"><img decoding=\"async\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2025\/02\/INTERACTIVE-Israel-Hezbollah-Lebanon-remain-in-5-locations-1739885189.png?w=770&amp;resize=770%2C962&amp;quality=80\" alt=\"INTERACTIVE - Israel-Hezbollah Lebanon remain in 5 locations-1739885189\" class=\"wp-image-3518594\"\/><figcaption class=\"wp-element-caption\">(Al Jazeera)<\/figcaption><\/figure>\n\n\n\n<p>Israeli drones are ever-present in south Lebanon and occasionally hover over Beirut, despite the fact that Hezbollah has not fired a shot across the border since December 2024.<\/p>\n\n\n\n<p>Despite a one-sided ceasefire, the administration of US President Donald Trump has still pushed hard for Hezbollah\u2019s disarmament. The issue is a contentious one in Lebanon, where the group enjoys widespread support among the Shia Muslim community but strong opposition among other communities.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cf-images.eu-west-1.prod.boltdns.net\/v1\/static\/665003303001\/522e773b-f9b1-4423-9261-624b0bd568a5\/7c9a8d95-55d3-4575-98fb-a23b28d3b7f1\/1920x1080\/match\/image.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">Israel strikes eastern Lebanon: Israeli military says it targeted Hezbollah<\/figcaption><\/figure>\n\n\n\n<p>A source close to Aoun, who requested anonymity, told Al Jazeera that Lebanon had stuck to its side of the agreement but that no one was holding Israel accountable.<\/p>\n\n\n\n<p>\u201cOnly the Americans have leverage over Israel,\u201d the source said. \u201cThe problem we have now is [we don\u2019t know] if Israel really wants to take the diplomatic road and wants to implement the November 27, 2024 agreement, or if they are trying to have a renegotiated agreement.\u201d<\/p>\n\n\n\n<p>Imad Salamey, a political scientist at the Lebanese American University in Beirut, noted that \u201cthe broader issue is that Lebanon is being asked to deliver security outcomes without reciprocal guarantees\u201d.<\/p>\n\n\n\n<p><strong>Advertisement<\/strong><\/p>\n\n\n\n<p>\u201cAs long as Israeli military pressure continues unchecked and international mechanisms fail to enforce balance, any Lebanese president will face the same constraints,\u201d Salamey told Al Jazeera.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cf-images.eu-west-1.prod.boltdns.net\/v1\/static\/665003303001\/638fe29c-d3b7-4ee3-b376-86c9f4a29701\/add46d06-9dea-4a19-a4e0-fb36d06ae0ee\/1920x1080\/match\/image.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">Israel launches air strikes against Lebanon<\/figcaption><\/figure>\n\n\n\n<p>The fear, of course, is that the US will sustain pressure on the LAF to disarm Hezbollah without reigning in Israel. This has some in Lebanon worried that the LAF and Hezbollah could come into direct conflict \u2013 possibly splitting the army, as happened during the early years of the 1975-1990 Lebanese Civil War.<\/p>\n\n\n\n<p>But analysts and other sources predict the LAF will do all it can to avoid civil strife.<\/p>\n\n\n\n<p>\u201cThe army will avoid anything that would degenerate into civil conflict,\u201d Michael Young, a Lebanon expert at the Carnegie Middle East Center, told Al Jazeera. \u201cBut if support for the Lebanese Army gives them better equipment and support, they might be more aggressive in securing arms caches.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"risk-of-laf-hezbollah-confrontation\">Risk of LAF-Hezbollah confrontation?<\/h2>\n\n\n\n<p>LAF Commander Haykal is set to visit Washington from February 3 to 5. He was scheduled to visit the US in November, but the visit was cancelled after US officials were unhappy with Haykal for comments he made criticising Israel.<\/p>\n\n\n\n<p>Haykal\u2019s visit is one of a few key events in February and March that Lebanon and Aoun hope will shift the pendulum in their favour. Haykal will also propose phase two of Hezbollah\u2019s disarmament by the LAF to the Lebanese Cabinet in February.<\/p>\n\n\n\n<p>In phase two, Hezbollah is set to be disarmed from the Litani River to the Awali River, which runs across Lebanon starting south of Beirut.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cf-images.eu-west-1.prod.boltdns.net\/v1\/static\/665003303001\/38b794af-6de5-4162-9a91-f5ac753398cf\/454baf98-fe0a-4ae0-af0b-6379168e2a74\/1920x1080\/match\/image.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">Lebanon&#8217;s army commander to brief officials on progress towards disarmament of Hezbollah<\/figcaption><\/figure>\n\n\n\n<p>Then, on March 5, Paris will host an international conference aimed at supporting the LAF. There, Lebanon hopes to meet with regional and international allies who have been backing the government in their efforts to rein in Israel and Hezbollah, such as the Saudis, French, Qataris, and the Egyptians.<\/p>\n\n\n\n<p>While Lebanon is working with the US, it has also tried to rely on its other allies to help it convince the Americans to rein in Israel.<\/p>\n\n\n\n<p>\u201cThese countries can help to pressure Israel to stop killing and attacking Lebanon and implement the ceasefire,\u201d the source close to Aoun said.<\/p>\n\n\n\n<p>Convincing the US\u2019s officials to pressure its staunch ally Israel to give in to some of Lebanon\u2019s demands, such as stopping attacks, releasing Lebanese prisoners in Israeli custody, and withdrawing from Lebanese territory, is the key.<\/p>\n\n\n\n<p>Hezbollah has also called for reconstruction to begin in south Lebanon, which Israel has prevented. Human Rights Watch said Israel has&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2025\/12\/18\/israel-strikes-across-south-eastern-lebanon-in-latest-truce-violation\" target=\"_blank\" rel=\"noopener\">systematically targeted reconstruction equipment<\/a>&nbsp;across southern Lebanon.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cf-images.eu-west-1.prod.boltdns.net\/v1\/static\/665003303001\/f85e25de-3253-4b94-8a5f-e11afcc0f17c\/3d61acca-f863-49ca-8080-d86d1f9d5367\/1920x1080\/match\/image.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">Despite international pressure, is the state capable of taking the group&#8217;s arms?<\/figcaption><\/figure>\n\n\n\n<p>Without the US support, however, analysts said they don\u2019t see Israel being open to negotiations.
