{"id":27099,"date":"2025-12-22T05:29:01","date_gmt":"2025-12-22T05:29:01","guid":{"rendered":"https:\/\/gsrra.com\/?p=27099"},"modified":"2025-12-22T05:29:04","modified_gmt":"2025-12-22T05:29:04","slug":"eu-welcomes-pakistans-progress-on-implementing-27-conventions-under-gsp-programme","status":"publish","type":"post","link":"https:\/\/gsrra.com\/?p=27099","title":{"rendered":"EU welcomes Pakistan\u2019s progress on implementing 27 conventions under GSP+ programme"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"303\" height=\"166\" src=\"https:\/\/gsrra.com\/wp-content\/uploads\/2025\/12\/image-78.png\" alt=\"\" class=\"wp-image-27100\" srcset=\"https:\/\/gsrra.com\/wp-content\/uploads\/2025\/12\/image-78.png 303w, https:\/\/gsrra.com\/wp-content\/uploads\/2025\/12\/image-78-300x164.png 300w\" sizes=\"(max-width: 303px) 100vw, 303px\" \/><\/figure>\n\n\n\n<p>The European Union (EU) has welcomed Pakistan\u2019s progress towards implementing 27 international conventions under the&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1956083\/pakistan-needs-to-do-more-on-fulfilling-gsp-conventions-ahead-of-review-eu-envoy-says\" target=\"_blank\" rel=\"noopener\"><u>Generalised Scheme of Preferences Plus<\/u><\/a>&nbsp;(GSP+) framework, the Foreign Office (FO) said in a statement.<\/p>\n\n\n\n<p>According to the EU,&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/trade.ec.europa.eu\/access-to-markets\/en\/content\/generalised-scheme-preferences-plus-gsp\"><u>GSP+ status<\/u><\/a>&nbsp;is a special incentive awarded to developing countries to \u201cpursue sustainable development and good governance\u201d in exchange for cutting import duties to zero on two-thirds of the tariff lines of its exports.<\/p>\n\n\n\n<p>Governments with this status need to implement 27 international conventions on human rights, labour rights, good governance and the environment.<\/p>\n\n\n\n<p>According to Saturday\u2019s statement, the FO noted that the 15th Pakistan-EU Joint Commission meeting was held in Brussels on December 17 and that cooperation between Islamabad and the bloc in several different fields was discussed.<\/p>\n\n\n\n<p>The meeting \u201creviewed Pakistan\u2019s progress on the implementation of the 27 international conventions as required under the GSP+ framework,\u201d the statement read, adding that Deputy Prime Minister and Foreign Minister Ishaq Dar attended the meeting of the Sub-Group on Democracy, Governance, Rule of Law and Human Rights on December 1.<\/p>\n\n\n\n<p>\u201cThe EU welcomed progress made in bringing Pakistan\u2019s application of the death penalty in line with international standards and encouraged further steps in this regard. It also recognised important first steps against torture, as well as the creation of a Commission on Minorities.\u201d<\/p>\n\n\n\n<p>However, the FO noted that the EU encouraged Pakistan to take further short-term steps ahead of the upcoming GSP+ Monitoring Report, which will scrutinise Pakistan\u2019s progress.<\/p>\n\n\n\n<p>The EU also \u201creiterated the need for further reforms in the medium and long term\u201d.<\/p>\n\n\n\n<p>\u201cThe EU and Pakistan notably exchanged views on freedom of expression and media, enforced disappearances, the independence of the judiciary, freedom of religion or belief, anti-Muslim hatred [and] the rights of persons belonging to minorities and vulnerable groups,\u201d the statement read.<\/p>\n\n\n\n<p>\u201cBoth sides underlined the importance of proportionality and appropriate safeguards and the need to continue dialogue on these concerns.\u201d<\/p>\n\n\n\n<p>Pakistan updated the EU on progress under the National Action Plan on Human Rights and the National Action Plan on Business and Human Rights, additionally outlining the actions of various national institutions in charge of promoting and protecting human rights across the country.<\/p>\n\n\n\n<p>\u201cThe EU reiterated its commitment to supporting Pakistan\u2019s efforts to guarantee the protection of all human rights, including women and children\u2019s rights, minorities\u2019 rights, labour and migrant rights, as well as fundamental freedoms, such as freedom of expression and opinion, including [the] growing problem of disinformation,\u201d The FO stated.<\/p>\n\n\n\n<p>GSP+ status was granted to Pakistan by the EU in 2014, resulting in a 108 per cent increase in Pakistani textile exports to the EU due to concessional tariffs.<\/p>\n\n\n\n<p>In October 2023, the European Parliament&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1779621\" target=\"_blank\" rel=\"noopener\"><u>unanimously voted<\/u><\/a>&nbsp;to extend the GSP+ status for another four years until 2027 for developing countries, including Pakistan.<\/p>\n\n\n\n<p>According to the EU\u2019s GSP&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/gsphub.eu\/monitoring-database?country=Pakistan\"><u>Convention Compliance Database<\/u><\/a>, Pakistan has ratified 27 international conventions, most recently ratifying the International Covenant on Civil and Political Rights (1976) and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (1987) in 2010.<\/p>\n\n\n\n<p>Regarding the EU\u2019s monitoring of Pakistan, the body&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/gsphub.eu\/country-info\/Pakistan\"><u>prioritised<\/u><\/a>&nbsp;13 key areas, including enforced disappearances, torture prevention, and freedom of expression and belief and minority rights.<\/p>\n\n\n\n<p>In November, EU Ambassador to Pakistan Raimundas Karoblis said that the country needed to \u201c<a href=\"https:\/\/www.dawn.com\/news\/1956083\" target=\"_blank\" rel=\"noopener\">do more<\/a>\u201d in terms of fulfilling its commitments under the GSP+ ahead of a review.<\/p>\n\n\n\n<p>In an interview on&nbsp;<em>DawnNewsTV<\/em>&nbsp;show \u2018Doosra Rukh\u2019, the EU ambassador was asked about whether Pakistan needed to do more to fulfil the requirements of the scheme, to which he said: \u201cYes, we are saying that.
