Facilitated by Qatar, the talks followed days of clashes and Pakistani&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1949718\/afghan-delegation-departs-for-qatar-to-hold-talks-with-pakistani-delegation#:~:text=Meanwhile%2C%20Information%20Minister%20Attaullah%20Tarar%20said%20that%20Pakistan%20struck%20verified%20camps%20of%20the%20outlawed%20Gul%20Bahadur%20group%20in%20border%20areas%20of%20North%20and%20South%20Waziristan%20districts%20along%20the%20Pak%2DAfghan%20border.\" target=\"_blank\" rel=\"noopener\">strikes<\/a>&nbsp;on Gul Bahadur group camps in Afghanistan, after a&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1949556\" target=\"_blank\" rel=\"noopener\">48-hour ceasefire<\/a>&nbsp;was extended to allow negotiations.<\/p>\n\n\n\n<p>In a post on X, the minister announced, \u201cA ceasefire agreement has been finalised. The terrorist attacks from Afghanistan on Pakistan\u2019s soil will cease immediately. Both neighbouring countries will respect each other\u2019s territory,\u201d adding that delegations will meet again in Istanbul on October 25 to discuss matters in detail.<\/p>\n\n\n\n<p>\u201cWe are sincerely grateful to both brotherly countries, Qatar and Turkiye,\u201d the minister said.<\/p>\n\n\n\n<p>Separately, the spokesperson for the Taliban government in Afghanistan, Zabiullah Mujahid, in a statement issued on Sunday, said: \u201cNegotiations between representatives of the Islamic Emirate of Afghanistan and the Islamic Republic of Pakistan, held in Qatar, have concluded with the signing of a bilateral agreement.\u201d<\/p>\n\n\n\n<p>\u201cUnder the terms of the agreement, both sides reaffirm their commitment to peace, mutual respect, and the maintenance of strong and constructive [neighbourly] relations,\u201d the statement added.<\/p>\n\n\n\n<p>As per the statement, both countries mutually agreed that \u201cneither country will undertake any hostile actions against the other, nor will they support groups carrying out attacks against the Government of Pakistan.\u201d<\/p>\n\n\n\n<p>\u201cBoth sides will refrain from targeting each other\u2019s security forces, civilians, or critical infrastructure,\u201d it added.<\/p>\n\n\n\n<p>Underscoring commitment towards diplomacy, the statement said: \u201cBoth sides are committed to resolving issues and disputes through dialogue\u201d, detailing that \u201ca comprehensive and meaningful ceasefire has been mutually agreed upon.\u201d<\/p>\n\n\n\n<p>\u201cIn the future, a mechanism will be established, under the mediation of intermediary countries, to review bilateral claims and ensure the effective implementation of this agreement,\u201d it said.<\/p>\n\n\n\n<p>The spokesperson also extended appreciation to Qatar and Turkiye for their role in facilitating the agreement.<\/p>\n\n\n\n<p>Earlier, a post on the X account of&nbsp;<em>PTV News<\/em>, citing the Qatar Ministry of Foreign Affairs, had also confirmed the development.<\/p>\n\n\n\n<p>\u201cDuring the talks, both countries not only agreed on an immediate ceasefire but also decided to establish a permanent mechanism for bilateral peace and stability,\u201d the post said.<\/p>\n\n\n\n<p>The post further noted that both countries will hold follow-up meetings in the coming days to ensure the implementation and sustained continuity of the ceasefire.<\/p>\n\n\n\n<p>\u201cThese measures will prove beneficial in promoting security and stability in both Pakistan and Afghanistan,\u201d it said.<\/p>\n\n\n\n<p>According to the post, the negotiations, hosted by the State of Qatar with Turkiye acting as mediator, continued for 13 hours.<\/p>\n\n\n\n<p>On Saturday, as talks were underway between the two sides, Pakistan had reiterated that it did not seek escalation. However, it urged the Afghan Taliban authorities to honour their commitments to the international community and address Pakistan\u2019s legitimate security concerns by taking verifiable action against terrorist entities, a statement from the Foreign Office (FO) had&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/x.com\/ForeignOfficePk\/status\/1979475426478301661\">said<\/a>.<\/p>\n\n\n\n<p>\u201cPakistan appreciates the mediation efforts of Qatar and hopes these discussions contribute to peace and stability in the region,\u201c it had added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/1949845#cross-border-escalation\" target=\"_blank\" rel=\"noopener\"><\/a>Cross-border escalation<\/h2>\n\n\n\n<p>On the night of October 11, Afghan forces launched an unprovoked attack on Pakistani border posts, sparking a series of&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1948219\" target=\"_blank\" rel=\"noopener\">clashes<\/a>&nbsp;that left 23 Pakistani soldiers martyred and over 200 Taliban and affiliated militants dead, according to the military\u2019s media wing, the Inter-Services Public Relations (ISPR).<\/p>\n\n\n\n<p>The Pakistan military responded with precision strikes inside Afghanistan\u2019s Kandahar province and Kabul, targeting militant camps and border positions, while urging Kabul to act against terrorist groups operating from its soil.<\/p>\n\n\n\n<p>Afghanistan claimed it carried out the border attack as a \u201cretaliatory\u201d measure, accusing Islamabad of conducting&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1947718\" target=\"_blank\" rel=\"noopener\">air strikes<\/a>&nbsp;in its territory last Thursday \u2014 a charge Islamabad has&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1947887\" target=\"_blank\" rel=\"noopener\">neither confirmed nor denied<\/a>.<\/p>\n\n\n\n<p>Clashes broke out again on Tuesday (Oct.14), with the Afghan Taliban and&nbsp;<em>Fitna al Khawarij<\/em>&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1948909\" target=\"_blank\" rel=\"noopener\">exchanging<\/a>&nbsp;fire with Pakistan troops at the Kurram border. Pakistan followed this on Wednesday by launching \u201cprecision strikes\u201d in Afghanistan\u2019s Kandahar province and Kabul.<\/p>\n\n\n\n<p><em>Fitna al Khawarij<\/em>&nbsp;is a term the state uses to refer to the terrorists affiliated with the banned Tehreek-i-Taliban Pakistan (TTP).<\/p>\n\n\n\n<p>The FO on Wednesday announced that a&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1949556\" target=\"_blank\" rel=\"noopener\">temporary ceasefire<\/a>&nbsp;had been agreed with Afghanistan for the next 48 hours amid the recent border hostilities. Later on Friday, the ceasefire was&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1949556\" target=\"_blank\" rel=\"noopener\">extended<\/a>, according to a senior diplomatic source.<\/p>\n\n\n\n<p>Additionally, Pakistan again&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1949677\/shift-in-kabul-ties-imminent-as-more-terror-hideouts-hit\" target=\"_blank\" rel=\"noopener\">targeted<\/a>&nbsp;terrorist hideouts in Afghanistan that same day. Incidents were reported from the Angoor Adda region and across Afghanistan\u2019s Urgun and Barmal districts of Paktika province as strikes were conducted against hideouts of the outlawed Hafiz Gul Bahadur group.<\/p>\n\n\n\n<p>The attacks came on the heels of an audacious gun-and-bomb attack targeting a&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1949499\/suicide-attack-targeting-security-forces-foiled-in-north-waziristans-mir-ali-state-media\" target=\"_blank\" rel=\"noopener\">military installation<\/a>&nbsp;in North Waziristan, and just hours after Islamabad and Kabul extended the two-day ceasefire.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/www.dawn.com\/news\/1949845#deteriorating-ties\" target=\"_blank\" rel=\"noopener\"><\/a>Deteriorating ties<\/h2>\n\n\n\n<p>Relations between Islamabad and Kabul have remained strained since 2023, with Pakistan repeatedly&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1765265\" target=\"_blank\" rel=\"noopener\">raising concerns<\/a>&nbsp;over the&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1765265\" target=\"_blank\" rel=\"noopener\">use of Afghan soil<\/a>&nbsp;by militants carrying out cross-border attacks. The security situation has deteriorated further in Khyber Pakhtunkhwa and Balochistan following the outlawed TTP\u2019s decision to&nbsp;<a href=\"https:\/\/www.dawn.com\/news\/1723647\" target=\"_blank\" rel=\"noopener\">end its ceasefire<\/a>&nbsp;with Islamabad in November 2022.<\/p>\n\n\n\n<p>While the two sides have attempted to hold dialogue from time to time, tensions have persisted.
