For Pakistan, the gathering was more than symbolic\u2014it was an opportunity to remind the world of its central role in shaping peace, connectivity, and shared prosperity in the region.<\/p>\n\n\n\n

Prime Minister Muhammad Shehbaz Sharif led Pakistan\u2019s delegation with a clear message: Pakistan is not on the sidelines of the SCO story, it is at the very heart of it. His interventions during the Council of Heads of State (CHS) and the CHS Plus meetings underscored both Pakistan\u2019s commitment to the \u201cShanghai Spirit\u201d and its readiness to contribute constructively to the organization\u2019s expanding agenda.<\/p>\n\n\n\n

Reaffirming the Shanghai Spirit<\/strong><\/p>\n\n\n\n

At the Tianjin Summit, the Prime Minister restated Pakistan\u2019s deep attachment to the Shanghai Spirit\u2014anchored in mutual trust, respect for sovereignty, inclusivity, and shared growth. This was not just rhetoric. It was a reminder that Pakistan views stability and cooperation as strategic necessities, not diplomatic slogans.<\/p>\n\n\n\n

His remarks carried a subtle yet pointed message: treaties and commitments must be honored, including water-sharing agreements. This call for fairness and adherence to rules was particularly relevant in South Asia, where India has often attempted to politicize shared resources. By contrast, Pakistan\u2019s position remains consistent\u2014respect for international law and multilateral frameworks is the only path forward.<\/p>\n\n\n\n

Peace through Dialogue, Not Confrontation<\/strong><\/p>\n\n\n\n

One of the defining moments of Prime Minister Sharif\u2019s speech was his reiteration of Pakistan\u2019s desire for peaceful relations with its neighbors. Dialogue and diplomacy, he argued, must replace hostility and coercion.<\/p>\n\n\n\n

Pakistan continues to extend the olive branch\u2014yet India persists with unilateralism, occupation, and exclusion. From Tianjin, Islamabad sent a powerful reminder: Pakistan\u2019s hand remains extended, but peace cannot be achieved unilaterally.<\/p>\n\n\n\n

A Frontline State against Terrorism<\/strong><\/p>\n\n\n\n

Another key theme was terrorism\u2014an area where Pakistan\u2019s sacrifices need no elaboration. The Prime Minister reminded the Summit that Pakistan has been both victim and victor in the fight against terror, paying an enormous price: over 80,000 lives lost and billions of dollars in damages.<\/p>\n\n\n\n

He also spoke candidly about external interference, pointing to irrefutable evidence of foreign involvement in terrorist attacks such as the Jaffar Express hostage crisis and repeated strikes in Balochistan and Khyber Pakhtunkhwa. These were not isolated incidents but part of a larger pattern of state-backed terrorism targeting Pakistan\u2019s stability.<\/p>\n\n\n\n

By raising these concerns at the SCO, Pakistan did two things: it reaffirmed its commitment to eliminating terrorism in all its forms, and it exposed the double standards of those who selectively use the terrorism narrative for political gain. Within the SCO framework, Pakistan\u2019s experience and sacrifices remain unmatched, making it a key contributor to regional security.<\/p>\n\n\n\n

Economic Transformation and Connectivity<\/strong><\/p>\n\n\n\n

Security, however, is only part of Pakistan\u2019s story. The Prime Minister outlined a comprehensive economic transformation plan rooted in three pillars: trade expansion, innovation, and revenue generation. This vision mirrors the SCO\u2019s new Development Strategy 2035, which prioritizes innovation-driven growth, green industry, and regional connectivity.<\/p>\n\n\n\n

Geography has always been Pakistan\u2019s greatest asset. Situated at the crossroads of South Asia, Central Asia, and West Asia, with direct access to the Arabian Sea, Pakistan offers the shortest and most efficient transit routes for SCO countries. CPEC\u2014described by the Prime Minister as a trans-regional lifeline\u2014is already reshaping the region\u2019s connectivity landscape. Linking Western China, Central Asia, South Asia, and the Middle East, CPEC is not just a bilateral project but a shared opportunity for the entire SCO.<\/p>\n\n\n\n

In any serious conversation about Eurasian integration, Pakistan is not just relevant\u2014it is indispensable.<\/p>\n\n\n\n

Standing Firm on Global Issues<\/strong><\/p>\n\n\n\n

Pakistan\u2019s role at Tianjin was not confined to regional concerns. On global issues, Islamabad stood firmly on the side of justice and human dignity. Prime Minister Sharif condemned Israel\u2019s ongoing military offensive in Gaza and called for an immediate ceasefire. He also criticized the attack on Iran, reminding the Summit of the dangers of undermining the sovereignty of SCO member states.<\/p>\n\n\n\n

This consistency\u2014defending international law and human rights\u2014distinguishes Pakistan\u2019s foreign policy. Unlike opportunistic players who bend with the winds of global politics, Pakistan has repeatedly placed principles over expediency.<\/p>\n\n\n\n

On Afghanistan, Pakistan reiterated its long-held position: instability in Kabul threatens the entire region. Instead of isolation, Afghanistan needs meaningful engagement. Given its proximity and deep cultural and historical ties, Pakistan\u2019s role in ensuring regional peace in Afghanistan remains vital.<\/p>\n\n\n\n

Multilateralism and Inclusive Diplomacy<\/strong><\/p>\n\n\n\n

At the CHS Plus meeting, the Prime Minister made an important point: multilateralism is not optional\u2014it is essential. By urging members to uphold the UN Charter, embrace dialogue, and invest in inclusive diplomacy, Pakistan projected itself as a strong advocate for cooperative global governance.<\/p>\n\n\n\n

He stressed that SCO must prioritize innovation and growth, particularly in new fields such as artificial intelligence and green industries. Welcoming Laos as a new Dialogue Partner and endorsing President Xi Jinping\u2019s Global Governance Initiative, Pakistan aligned itself with the vision of a multipolar, inclusive, and cooperative world order.<\/p>\n\n\n\n

Exposing India\u2019s Obstructionist Role<\/strong><\/p>\n\n\n\n

India\u2019s role in multilateral forums has often been divisive. Within the SCO, it has sought to obstruct initiatives such as CPEC and used the platform to push narrow agendas. Pakistan\u2019s constructive participation at Tianjin once again highlighted the contrast: while India resists connectivity and clings to unilateralism in Kashmir, Pakistan champions dialogue, integration, and cooperation.<\/p>\n\n\n\n

The SCO is beginning to recognize this contrast. Islamabad\u2019s diplomatic maturity and alignment with the Shanghai Spirit stand in stark relief against New Delhi\u2019s confrontational posture. In the long run, those who promote division will find themselves increasingly isolated.<\/p>\n\n\n\n

Pakistan as a Trusted Partner<\/strong><\/p>\n\n\n\n

Since joining the SCO in 2017, Pakistan has proven itself to be a reliable and constructive partner. It has hosted high-level meetings, taken part in counterterrorism exercises, and supported the organization\u2019s multi-sectoral agenda. Hosting the Council of Heads of Government in Islamabad in 2024 was a clear demonstration of Pakistan\u2019s capacity to lead.<\/p>\n\n\n\n

At Tianjin, Pakistan once again played the role of bridge-builder\u2014advocating connectivity, urging dialogue, and putting forward practical solutions for common challenges. Whether in counterterrorism, economic integration, or global governance, Pakistan is contributing to making the SCO more relevant and effective.<\/p>\n\n\n\n

The Road Ahead<\/strong><\/p>\n\n\n\n

The Tianjin Summit produced important outcomes: the Tianjin Declaration, the SCO Development Strategy 2035, and new permanent bodies such as the Universal Center in Moscow and the Anti-Drug Center in Dushanbe. For Pakistan, active participation in these initiatives will be vital, particularly in counter-narcotics, counterterrorism, and regional trade.<\/p>\n\n\n\n

Looking ahead, Pakistan\u2019s priorities in the SCO should focus on five areas:<\/p>\n\n\n\n

Strengthening regional trade and connectivity through CPEC and transit corridors.<\/p>\n\n\n\n

Advocating structured dialogue for conflict resolution in South Asia.<\/p>\n\n\n\n

Deepening counterterrorism cooperation while exposing state-sponsored terrorism.<\/p>\n\n\n\n

Promoting climate resilience and sustainable growth.<\/p>\n\n\n\n

Supporting multipolarity and inclusive governance in line with China\u2019s vision.<\/p>\n\n\n\n

Pakistan\u2019s Central Role in the SCO Vision<\/strong><\/p>\n\n\n\n

The SCO is no longer just a regional grouping\u2014it is an emerging pole in global politics and economics. For this vision to succeed, Pakistan\u2019s role is central. Its geography, its sacrifices, and its commitment to dialogue and connectivity make it a cornerstone of the SCO\u2019s architecture.<\/p>\n\n\n\n

From Tianjin, Prime Minister Shehbaz Sharif sent a powerful message: Pakistan is a responsible, constructive, and forward-looking partner, fully committed to peace and prosperity in the region. In contrast to India\u2019s obstructionism, Pakistan\u2019s approach reflects the true spirit of cooperation that defines the SCO.<\/p>\n\n\n\n

As Eurasia and South Asia navigate an era of challenges and opportunities, Pakistan stands ready\u2014not only as a member but as a vital force\u2014for stability, integration, and collective growth.<\/p>\n\n\n\n

\u4e0a\u6d77\u5408\u4f5c\u7ec4\u7ec7\u5df2\u4ece\u4e00\u4e2a\u533a\u57df\u6027\u96c6\u56e2\u9010\u6b65\u53d1\u5c55\u6210\u4e3a\u6b27\u4e9a\u5730\u533a\u6700\u5177\u5f71\u54cd\u529b\u7684\u591a\u8fb9\u5e73\u53f0\u4e4b\u4e00\u3002\u200b\u5bf9\u5df4\u57fa\u65af\u5766\u6765\u8bf4\uff0c\u8fd9\u6b21\u4f1a\u8bae\u4e0d\u4ec5\u4ec5\u662f\u8c61\u5f81\u6027\u7684\u2014\u2014\u5b83\u662f\u4e00\u4e2a\u673a\u4f1a\uff0c\u63d0\u9192\u4e16\u754c\u5b83\u5728\u5851\u9020\u8be5\u5730\u533a\u7684\u548c\u5e73\u3001\u4e92\u8054\u4e92\u901a\u548c\u5171\u540c\u7e41\u8363\u65b9\u9762\u53d1\u6325\u7740\u6838\u5fc3\u4f5c\u7528\u3002<\/p>\n\n\n\n

\u8fd9\u662f\u5df4\u57fa\u65af\u5766\u4e00\u8d2f\u575a\u6301\u7684\u7acb\u573a\uff0c\u5373\u4f7f\u5370\u5ea6\u62d2\u7edd\u56de\u62a5\u3002\u603b\u7406\u5f3a\u8c03\u901a\u8fc7\u6709\u7ec4\u7ec7\u7684\u5bf9\u8bdd\u6765\u89e3\u51b3\u60ac\u800c\u672a\u51b3\u7684\u4e89\u7aef\uff0c\u8fd9\u51f8\u663e\u4e86\u5df4\u57fa\u65af\u5766\u4f5c\u4e3a\u4e00\u4e2a\u8d1f\u8d23\u4efb\u7684\u56fd\u5bb6\u884c\u4e3a\u4f53\u7684\u6210\u719f\u3002\u6ca1\u6709\u5df4\u57fa\u65af\u5766\u548c\u5370\u5ea6\u4e4b\u95f4\u7684\u548c\u5e73\uff0c\u5357\u4e9a\u7684\u7ecf\u6d4e\u548c\u53d1\u5c55\u6f5c\u529b\u5c06\u7ee7\u7eed\u53d7\u5236\u4e8e\u4e0d\u4fe1\u4efb\u548c\u7ade\u4e89\u3002\u5df4\u57fa\u65af\u5766\u7ee7\u7eed\u4f38\u51fa\u6a44\u6984\u679d\uff0c\u800c\u5370\u5ea6\u575a\u6301\u5949\u884c\u5355\u8fb9\u4e3b\u4e49\u3001\u5360\u9886\u548c\u6392\u65a5\u3002\u4ece\u5929\u6d25\uff0c\u4f0a\u65af\u5170\u5821\u53d1\u51fa\u4e86\u4e00\u4e2a\u5f3a\u6709\u529b\u7684\u63d0\u9192\uff1a\u5df4\u57fa\u65af\u5766\u7684\u624b\u4ecd\u7136\u4f38\u51fa\uff0c\u4f46\u548c\u5e73\u4e0d\u80fd\u5355\u65b9\u9762\u5b9e\u73b0\u3002<\/p>\n\n\n\n

\u53e6\u4e00\u4e2a\u5173\u952e\u4e3b\u9898\u662f\u6050\u6016\u4e3b\u4e49\u2014\u2014\u5df4\u57fa\u65af\u5766\u5728\u8fd9\u4e2a\u9886\u57df\u7684\u727a\u7272\u65e0\u9700\u8d58\u8ff0\u3002\u603b\u7406\u63d0\u9192\u5cf0\u4f1a\u6210\u5458\uff0c\u5df4\u57fa\u65af\u5766\u5728\u53cd\u6050\u6597\u4e89\u4e2d\u65e2\u662f\u53d7\u5bb3\u8005\u4e5f\u662f\u80dc\u5229\u8005\uff0c\u4ed8\u51fa\u4e86\u5de8\u5927\u4ee3\u4ef7\uff1a8\u4e07\u591a\u4eba\u4e27\u751f\uff0c\u6570\u5341\u4ebf\u7f8e\u5143\u7684\u7ecf\u6d4e\u635f\u5931\u3002<\/p>\n\n\n\n

\u4ed6\u8fd8\u5766\u7387\u5730\u8c08\u5230\u4e86\u5916\u90e8\u5e72\u6d89\uff0c\u6307\u51fa\u4e86\u5916\u56fd\u53c2\u4e0e\u6050\u6016\u88ad\u51fb\u7684\u65e0\u53ef\u8fa9\u9a73\u7684\u8bc1\u636e\uff0c\u5982\u8d3e\u6cd5\u5c14\u5feb\u8f66\u4eba\u8d28\u5371\u673a\uff0c\u4ee5\u53ca\u5728\u4ffe\u8def\u652f\u7701\u548c\u5f00\u4f2f\u5c14-\u666e\u8d6b\u56fe\u8d6b\u74e6\u7701\u7684\u591a\u6b21\u88ad\u51fb\u3002\u8fd9\u4e9b\u4e0d\u662f\u5b64\u7acb\u7684\u4e8b\u4ef6\uff0c\u800c\u662f\u56fd\u5bb6\u652f\u6301\u7684\u4ee5\u5df4\u57fa\u65af\u5766\u7a33\u5b9a\u4e3a\u76ee\u6807\u7684\u66f4\u5927\u7684\u6050\u6016\u4e3b\u4e49\u6a21\u5f0f\u7684\u4e00\u90e8\u5206\u3002<\/p>\n\n\n\n

\u7136\u800c\uff0c\u5b89\u5168\u95ee\u9898\u53ea\u662f\u5df4\u57fa\u65af\u5766\u95ee\u9898\u7684\u4e00\u90e8\u5206\u3002\u603b\u7406\u6982\u8ff0\u4e86\u4e00\u9879\u57fa\u4e8e\u4e09\u5927\u652f\u67f1\u7684\u5168\u9762\u7ecf\u6d4e\u8f6c\u578b\u8ba1\u5212\uff1a\u8d38\u6613\u6269\u5f20\u3001\u521b\u65b0\u548c\u521b\u6536\u3002\u8fd9\u4e00\u613f\u666f\u53cd\u6620\u4e86\u4e0a\u6d77\u5408\u4f5c\u7ec4\u7ec7\u65b0\u7684\u300a2035\u5e74\u53d1\u5c55\u6218\u7565\u300b\uff0c\u5c06\u521b\u65b0\u9a71\u52a8\u589e\u957f\u3001\u7eff\u8272\u4ea7\u4e1a\u3001\u533a\u57df\u4e92\u8054\u4e92\u901a\u4f5c\u4e3a\u91cd\u70b9\u3002<\/p>\n\n\n\n
