While the incident claimed innocent lives and left many injured, it is crucial to understand the broader context in which such acts of violence occur. Kashmir, a paradise on earth, continues to be marred by decades of conflict, repression, and political neglect.<\/p>\n\n\n\n<p>India\u2019s immediate response, blaming Pakistan without evidence or investigation, follows a sadly familiar script. This reflexive accusation not only deflects from the root causes of unrest in Kashmir but also sabotages any real opportunity for peace. Such a knee-jerk reaction may serve short-term political purposes in New Delhi, but it ignores the lived reality of millions of Kashmiris and the structural issues that fuel their discontent.<\/p>\n\n\n\n<p>4\u670822\u65e5\u5728\u5357\u514b\u4ec0\u7c73\u5c14\u5df4\u54c8\u5c14\u7518\u53d1\u751f\u7684\u9488\u5bf9\u6e38\u5ba2\u7684\u60b2\u60e8\u88ad\u51fb\u4e8b\u4ef6\u518d\u6b21\u5f15\u8d77\u5168\u7403\u5bf9\u514b\u4ec0\u7c73\u5c14\u957f\u671f\u60ac\u800c\u672a\u51b3\u7684\u95ee\u9898\u7684\u5173\u6ce8\u3002\u867d\u7136\u8fd9\u4e00\u4e8b\u4ef6\u593a\u53bb\u4e86\u65e0\u8f9c\u8005\u7684\u751f\u547d\uff0c\u5e76\u9020\u6210\u8bb8\u591a\u4eba\u53d7\u4f24\uff0c\u4f46\u81f3\u5173\u91cd\u8981\u7684\u662f\u8981\u4e86\u89e3\u53d1\u751f\u8fd9\u79cd\u66b4\u529b\u884c\u4e3a\u7684\u66f4\u5e7f\u6cdb\u80cc\u666f\u3002\u514b\u4ec0\u7c73\u5c14\uff0c\u5730\u7403\u4e0a\u7684\u5929\u5802\uff0c\u7ee7\u7eed\u88ab\u51e0\u5341\u5e74\u7684\u51b2\u7a81\uff0c\u9547\u538b\u548c\u653f\u6cbb\u5ffd\u89c6\u6240\u7834\u574f\u3002<\/p>\n\n\n\n<p>\u5370\u5ea6\u7acb\u5373\u505a\u51fa\u53cd\u5e94\uff0c\u5728\u6ca1\u6709\u8bc1\u636e\u6216\u8c03\u67e5\u7684\u60c5\u51b5\u4e0b\u6307\u8d23\u5df4\u57fa\u65af\u5766\uff0c\u8fd9\u662f\u4e00\u4e2a\u4ee4\u4eba\u9057\u61be\u7684\u719f\u6089\u5267\u672c\u3002\u8fd9\u79cd\u6761\u4ef6\u53cd\u5c04\u6027\u7684\u6307\u8d23\u4e0d\u4ec5\u504f\u79bb\u4e86\u514b\u4ec0\u7c73\u5c14\u52a8\u4e71\u7684\u6839\u6e90\uff0c\u800c\u4e14\u7834\u574f\u4e86\u5b9e\u73b0\u548c\u5e73\u7684\u4efb\u4f55\u771f\u6b63\u673a\u4f1a\u3002\u8fd9\u79cd\u4e0b\u610f\u8bc6\u7684\u53cd\u5e94\u53ef\u80fd\u7b26\u5408\u65b0\u5fb7\u91cc\u7684\u77ed\u671f\u653f\u6cbb\u76ee\u7684\uff0c\u4f46\u5b83\u5ffd\u89c6\u4e86\u6570\u767e\u4e07\u514b\u4ec0\u7c73\u5c14\u4eba\u7684\u751f\u6d3b\u73b0\u5b9e\uff0c\u4ee5\u53ca\u5f15\u53d1\u4ed6\u4eec\u4e0d\u6ee1\u7684\u7ed3\u6784\u6027\u95ee\u9898\u3002<\/p>\n\n\n\n<p><strong>A Disputed Territory Ignored<\/strong><\/p>\n\n\n\n<p>The Kashmir dispute is not a recent development. It is one of the longest-standing unresolved issues on the agenda of the United Nations Security Council (UNSC). Since 1948, multiple UNSC resolutions have called for a plebiscite in Jammu and Kashmir to allow its people to determine their own future. Yet, for more than seventy-five years, these calls have gone unanswered. India\u2019s refusal to implement these resolutions undermines not only the will of the Kashmiri people but also the credibility of international law.<\/p>\n\n\n\n<p>Despite being promised the right of self-determination, Kashmiris remain under one of the most militarized occupations in the world. Nearly a million Indian troops are stationed in the region, tasked with suppressing a population of approximately eight million. Draconian laws such as the Armed Forces (Special Powers) Act (AFSPA) and the Public Safety Act (PSA) have granted security forces sweeping powers \u2014 to detain without trial, search without warrant, and in some cases, kill with impunity.<\/p>\n\n\n\n<p><strong>\u4e89\u8bae\u9886\u571f\u88ab\u5ffd\u89c6<\/strong><strong><\/strong><\/p>\n\n\n\n<p>\u514b\u4ec0\u7c73\u5c14\u4e89\u7aef\u4e0d\u662f\u6700\u8fd1\u7684\u4e8b\u6001\u53d1\u5c55\u3002\u8fd9\u662f\u8054\u5408\u56fd\u5b89\u7406\u4f1a\uff08UNSC\uff09\u8bae\u7a0b\u4e0a\u957f\u671f\u60ac\u800c\u672a\u51b3\u7684\u95ee\u9898\u4e4b\u4e00\u3002\u81ea1948\u5e74\u4ee5\u6765\uff0c\u8054\u5408\u56fd\u5b89\u7406\u4f1a\u7684\u591a\u9879\u51b3\u8bae\u547c\u5401\u5728\u67e5\u8c1f\u548c\u514b\u4ec0\u7c73\u5c14\u4e3e\u884c\u516c\u6c11\u6295\u7968\uff0c\u8ba9\u5f53\u5730\u4eba\u6c11\u51b3\u5b9a\u81ea\u5df1\u7684\u672a\u6765\u3002\u7136\u800c\uff0c\u572875\u5e74\u591a\u7684\u65f6\u95f4\u91cc\uff0c\u8fd9\u4e9b\u547c\u5401\u4e00\u76f4\u6ca1\u6709\u5f97\u5230\u56de\u5e94\u3002\u5370\u5ea6\u62d2\u7edd\u6267\u884c\u8fd9\u4e9b\u51b3\u8bae\u4e0d\u4ec5\u7834\u574f\u4e86\u514b\u4ec0\u7c73\u5c14\u4eba\u6c11\u7684\u610f\u613f\uff0c\u800c\u4e14\u4e5f\u7834\u574f\u4e86\u56fd\u9645\u6cd5\u7684\u4fe1\u8a89\u3002<\/p>\n\n\n\n<p>\u5c3d\u7ba1\u5f97\u5230\u4e86\u81ea\u51b3\u6743\u5229\u7684\u627f\u8bfa\uff0c\u514b\u4ec0\u7c73\u5c14\u4eba\u4ecd\u7136\u5904\u4e8e\u4e16\u754c\u4e0a\u6700\u519b\u4e8b\u5316\u7684\u5360\u9886\u4e4b\u4e0b\u3002\u8fd1100\u4e07\u5370\u5ea6\u519b\u961f\u9a7b\u624e\u5728\u8be5\u5730\u533a\uff0c\u4efb\u52a1\u662f\u9547\u538b\u5927\u7ea6800\u4e07\u4eba\u53e3\u3002\u300a\u6b66\u88c5\u90e8\u961f\uff08\u7279\u522b\u6743\u529b\uff09\u6cd5\u300b\uff08AFSPA\uff09\u548c\u300a\u516c\u5171\u5b89\u5168\u6cd5\u300b\uff08PSA\uff09\u7b49\u4e25\u5389\u7684\u6cd5\u5f8b\u8d4b\u4e88\u4e86\u5b89\u5168\u90e8\u961f\u5e7f\u6cdb\u7684\u6743\u529b\u2014\u2014\u4e0d\u7ecf\u5ba1\u5224\u5c31\u53ef\u4ee5\u62d8\u7559\uff0c\u4e0d\u7ecf\u902e\u6355\u8bc1\u5c31\u53ef\u4ee5\u641c\u67e5\uff0c\u5728\u67d0\u4e9b\u60c5\u51b5\u4e0b\u53ef\u4ee5\u8086\u65e0\u5fcc\u60ee\u5730\u6740\u4eba\u3002<\/p>\n\n\n\n<p><strong>A History of Oppression and Resistance<\/strong><\/p>\n\n\n\n<p>The humanitarian crisis in Indian Occupied Kashmir (IOK) is alarming. Over the years, reports from global human rights organizations have documented extra-judicial killings, enforced disappearances, mass graves, torture, and the use of rape as a weapon of war. These are not isolated incidents but systemic abuses that paint a grim picture of life under occupation.<\/p>\n\n\n\n<p>India\u2019s efforts to alter the demographic composition of Jammu and Kashmir by settling non-Kashmiri Hindus in the region also reveal an intent to change the character of the only Muslim-majority state in India. This policy, coupled with the abrogation of Article 370 in August 2019 \u2014 which revoked Kashmir\u2019s special autonomous status \u2014 has only intensified local resentment and alienation.<\/p>\n\n\n\n<p>The people of Kashmir have historically responded with peaceful protests, civil disobedience, and mass boycotts of Indian-administered elections. However, when the state closes all avenues for dialogue and justice, when the voice of dissent is criminalized, resistance can take other forms. The recent attack in Pahalgam, although tragic, is not a reflection of cross-border interference. It is a manifestation of deep-rooted anger and frustration among the local population. It is an internal issue born from decades of oppression, not external manipulation.<\/p>\n\n\n\n<p><strong>\u538b\u8feb\u4e0e\u53cd\u6297\u7684\u5386\u53f2<\/strong><strong><\/strong><\/p>\n\n\n\n<p>\u5370\u63a7\u514b\u4ec0\u7c73\u5c14\u7684\u4eba\u9053\u4e3b\u4e49\u5371\u673a\u4ee4\u4eba\u9707\u60ca\u3002\u591a\u5e74\u6765\uff0c\u5168\u7403\u4eba\u6743\u7ec4\u7ec7\u7684\u62a5\u544a\u8bb0\u5f55\u4e86\u6cd5\u5916\u5904\u51b3\u3001\u5f3a\u8feb\u5931\u8e2a\u3001\u4e71\u846c\u5751\u3001\u9177\u5211\u548c\u5c06\u5f3a\u5978\u4f5c\u4e3a\u6218\u4e89\u6b66\u5668\u7684\u884c\u4e3a\u3002\u8fd9\u4e9b\u90fd\u4e0d\u662f\u5b64\u7acb\u7684\u4e8b\u4ef6\uff0c\u800c\u662f\u7cfb\u7edf\u6027\u7684\u8650\u5f85\uff0c\u63cf\u7ed8\u4e86\u5360\u9886\u4e0b\u751f\u6d3b\u7684\u4e25\u5cfb\u56fe\u666f\u3002<\/p>\n\n\n\n<p>\u5370\u5ea6\u8bd5\u56fe\u901a\u8fc7\u5728\u8be5\u5730\u533a\u5b89\u7f6e\u975e\u514b\u4ec0\u7c73\u5c14\u7684\u5370\u5ea6\u6559\u5f92\u6765\u6539\u53d8\u67e5\u8c1f\u548c\u514b\u4ec0\u7c73\u5c14\u7684\u4eba\u53e3\u6784\u6210\uff0c\u8fd9\u4e5f\u8868\u660e\u5370\u5ea6\u6709\u610f\u6539\u53d8\u5370\u5ea6\u552f\u4e00\u4e00\u4e2a\u7a46\u65af\u6797\u5360\u591a\u6570\u7684\u90a6\u7684\u6027\u8d28\u3002\u8fd9\u4e00\u653f\u7b56\uff0c\u518d\u52a0\u4e0a2019\u5e748\u6708\u5e9f\u9664\u5e9f\u9664\u514b\u4ec0\u7c73\u5c14\u7279\u6b8a\u81ea\u6cbb\u5730\u4f4d\u7684\u7b2c370\u6761\uff0c\u53ea\u4f1a\u52a0\u5267\u5f53\u5730\u7684\u6028\u6068\u548c\u758f\u8fdc\u3002<\/p>\n\n\n\n<p>\u514b\u4ec0\u7c73\u5c14\u4eba\u6c11\u5386\u6765\u4ee5\u548c\u5e73\u6297\u8bae\u3001\u975e\u66b4\u529b\u53cd\u6297\u548c\u5927\u89c4\u6a21\u62b5\u5236\u5370\u5ea6\u7ba1\u7406\u7684\u9009\u4e3e\u4f5c\u4e3a\u56de\u5e94\u3002\u7136\u800c\uff0c\u5f53\u56fd\u5bb6\u5173\u95ed\u6240\u6709\u5bf9\u8bdd\u548c\u6b63\u4e49\u7684\u6e20\u9053\uff0c\u5f53\u5f02\u8bae\u7684\u58f0\u97f3\u88ab\u5b9a\u4e3a\u72af\u7f6a\u65f6\uff0c\u62b5\u6297\u53ef\u4ee5\u91c7\u53d6\u5176\u4ed6\u5f62\u5f0f\u3002\u6700\u8fd1\u5728\u5df4\u54c8\u5c14\u7518\u53d1\u751f\u7684\u88ad\u51fb\u867d\u7136\u662f\u60b2\u5267\u6027\u7684\uff0c\u4f46\u5e76\u4e0d\u662f\u8de8\u5883\u5e72\u6d89\u7684\u53cd\u6620\u3002\u8fd9\u662f\u5f53\u5730\u6c11\u4f17\u6839\u6df1\u8482\u56fa\u7684\u6124\u6012\u548c\u6cae\u4e27\u7684\u8868\u73b0\u3002<\/p>\n\n\n\n<p><strong>The Blame Game and Its Consequences<\/strong><\/p>\n\n\n\n<p>India\u2019s habitual practice of blaming Pakistan for unrest in Kashmir serves as a convenient distraction from its own failures. Instead of investigating the causes of such violence, India often opts for aggressive rhetoric and military posturing. This approach not only undermines regional peace but also further isolates Kashmiris, who are looking for justice and recognition, not vilification.<\/p>\n\n\n\n<p>Pakistan has always advocated a peaceful resolution of the Kashmir issue in accordance with UNSC resolutions and the aspirations of the Kashmiri people. Pakistan has shown restraint and maturity in the face of repeated provocations and remains committed to fostering stability in South Asia. However, if war is imposed, Pakistan reserves the right to defend its sovereignty and people.<\/p>\n\n\n\n<p><strong>\u6307\u8d23\u6e38\u620f\u53ca\u5176\u540e\u679c<\/strong><strong><\/strong><\/p>\n\n\n\n<p>\u5370\u5ea6\u4e60\u60ef\u6027\u5730\u5c06\u514b\u4ec0\u7c73\u5c14\u7684\u52a8\u4e71\u5f52\u548e\u4e8e\u5df4\u57fa\u65af\u5766\uff0c\u8fd9\u662f\u4e3a\u4e86\u65b9\u4fbf\u5730\u8f6c\u79fb\u4eba\u4eec\u5bf9\u5176\u81ea\u8eab\u5931\u8d25\u7684\u6ce8\u610f\u529b\u3002\u5370\u5ea6\u7ecf\u5e38\u9009\u62e9\u5484\u5484\u903c\u4eba\u7684\u8a00\u8bba\u548c\u519b\u4e8b\u59ff\u6001\uff0c\u800c\u4e0d\u662f\u8c03\u67e5\u6b64\u7c7b\u66b4\u529b\u7684\u539f\u56e0\u3002\u8fd9\u79cd\u505a\u6cd5\u4e0d\u4ec5\u7834\u574f\u4e86\u533a\u57df\u548c\u5e73\uff0c\u800c\u4e14\u8fdb\u4e00\u6b65\u5b64\u7acb\u4e86\u514b\u4ec0\u7c73\u5c14\u4eba\uff0c\u4ed6\u4eec\u5bfb\u6c42\u7684\u662f\u6b63\u4e49\u548c\u627f\u8ba4\uff0c\u800c\u4e0d\u662f\u8bfd\u8c24\u3002<\/p>\n\n\n\n<p>\u5df4\u57fa\u65af\u5766\u4e00\u8d2f\u4e3b\u5f20\u6839\u636e\u8054\u5408\u56fd\u5b89\u7406\u4f1a\u51b3\u8bae\u548c\u514b\u4ec0\u7c73\u5c14\u4eba\u6c11\u7684\u613f\u671b\u548c\u5e73\u89e3\u51b3\u514b\u4ec0\u7c73\u5c14\u95ee\u9898\u3002\u9762\u5bf9\u4e00\u518d\u7684\u6311\u8845\uff0c\u5df4\u57fa\u65af\u5766\u8868\u73b0\u51fa\u514b\u5236\u548c\u6210\u719f\uff0c\u5e76\u7ee7\u7eed\u81f4\u529b\u4e8e\u4fc3\u8fdb\u5357\u4e9a\u7684\u7a33\u5b9a\u3002\u7136\u800c\uff0c\u5982\u679c\u6218\u4e89\u88ab\u5f3a\u52a0\uff0c\u5df4\u57fa\u65af\u5766\u4fdd\u7559\u634d\u536b\u5176\u4e3b\u6743\u548c\u4eba\u6c11\u7684\u6743\u5229\u3002<\/p>\n\n\n\n<p><strong>A Call to the International Community<\/strong><\/p>\n\n\n\n<p>The time has come for the international community to move beyond statements of concern and take meaningful action. Silence is no longer an option. Continued inaction will only embolden those who violate international law and disregard human rights.<\/p>\n\n\n\n<p>We appeal to the United Nations, the Organization of Islamic Cooperation (OIC), the European Union, and other global forums to pressure India to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>End its military occupation of Kashmir.<\/li>\n\n\n\n<li>Repeal laws that grant impunity to security forces.<\/li>\n\n\n\n<li>Allow international human rights observers access to the region.<\/li>\n\n\n\n<li>Engage in meaningful dialogue with all stakeholders, including Kashmiri representatives.<\/li>\n\n\n\n<li>Honor its commitment to the right of self-determination for the people of Kashmir.<\/li>\n<\/ul>\n\n\n\n<p><strong>\u5bf9\u56fd\u9645\u793e\u4f1a\u7684\u547c\u5401<\/strong><strong><\/strong><\/p>\n\n\n\n<p>\u73b0\u5728\u662f\u56fd\u9645\u793e\u4f1a\u8d85\u8d8a\u53d1\u8868\u5173\u5207\u58f0\u660e\u5e76\u91c7\u53d6\u6709\u610f\u4e49\u884c\u52a8\u7684\u65f6\u5019\u4e86\u3002\u6c89\u9ed8\u4e0d\u518d\u662f\u4e00\u79cd\u9009\u62e9\u3002\u7ee7\u7eed\u65e0\u6240\u4f5c\u4e3a\u53ea\u4f1a\u7ed9\u90a3\u4e9b\u8fdd\u53cd\u56fd\u9645\u6cd5\u548c\u65e0\u89c6\u4eba\u6743\u7684\u4eba\u58ee\u80c6\u3002<\/p>\n\n\n\n<p>\u6211\u4eec\u547c\u5401\u8054\u5408\u56fd\u3001\u4f0a\u65af\u5170\u5408\u4f5c\u7ec4\u7ec7\uff08OIC\uff09\u3001\u6b27\u76df\u548c\u5176\u4ed6\u5168\u7403\u8bba\u575b\u5411\u5370\u5ea6\u65bd\u52a0\u538b\u529b\uff0c\u4f7f\u5176\uff1a<\/p>\n\n\n\n<p>\u2022\u7ed3\u675f\u5bf9\u514b\u4ec0\u7c73\u5c14\u7684\u519b\u4e8b\u5360\u9886\u3002<\/p>\n\n\n\n<p>\u2022\u5e9f\u9664\u5141\u8bb8\u5b89\u5168\u90e8\u961f\u4e0d\u53d7\u60e9\u7f5a\u7684\u6cd5\u5f8b\u3002<\/p>\n\n\n\n<p>\u2022\u5141\u8bb8\u56fd\u9645\u4eba\u6743\u89c2\u5bdf\u5458\u8fdb\u5165\u8be5\u5730\u533a\u3002<\/p>\n\n\n\n<p>\u2022\u4e0e\u5305\u62ec\u514b\u4ec0\u7c73\u5c14\u4ee3\u8868\u5728\u5185\u7684\u6240\u6709\u5229\u76ca\u6538\u5173\u65b9\u8fdb\u884c\u6709\u610f\u4e49\u7684\u5bf9\u8bdd\u3002<\/p>\n\n\n\n<p>\u2022\u5c65\u884c\u5176\u5bf9\u514b\u4ec0\u7c73\u5c14\u4eba\u6c11\u81ea\u51b3\u6743\u5229\u7684\u627f\u8bfa\u3002<\/p>\n\n\n\n<p><strong>Peace Is the Only Path Forward<\/strong><\/p>\n\n\n\n<p>Kashmir is not a territorial dispute to be resolved through force. It is a humanitarian issue that demands empathy, justice, and political wisdom. The Kashmiri people have endured immense suffering, yet their spirit remains unbroken. The movement for self-determination is indigenous, legitimate, and unstoppable.<\/p>\n\n\n\n<p>India must abandon its current policy of repression and embrace a political solution. Dialogue, not domination, is the key to lasting peace. The sooner India acknowledges this reality, the closer we will be to ending decades of violence and uncertainty.<\/p>\n\n\n\n<p>Pakistan remains ready to play its part in achieving this noble goal. Our commitment to peace should not be mistaken for weakness; it is a reflection of our moral strength and strategic maturity.<\/p>\n\n\n\n<p>Let the world not forget: the people of Kashmir deserve to live with dignity, freedom, and justice.
