China must continue to be a force for peace through development. It’s various initiatives in international development such as BRI must continue. Such initiatives signal China’s rise as a peaceful power that works with others to address pressing issues of public global goods like reducing carbon and being prepared for climate change induced catastrophes. China has a huge role to play in international forums for climate justice, a topic that the developed world has downplayed and not taken seriously. Rich countries must address the environmental and climate related costs it has induced on poorer countries. Pledges regarding financing remain illusory and organizations in receipt of climate funding remain ineffective. Together with other developing countries China should push the case for climate and environmental justice. President Xi has often referred to China as an ecological civilization. The third plenum must articulate the wider
precepts of justice that are surely embedded in this notion.
