Visit of the Minister of the International Department of the Central Committee of the Communist Party of China

At the invitation of Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Minister of the International Department of the Central Committee of the Communist Party of China (IDCPC) and member of the Communist Party’s Central Committee, Mr. Liu Jianchao, will visit Islamabad from 20-22 June 2024. 

During the visit, Minister Liu will co-chair with the Deputy Prime Minister and Foreign Minister the Third Meeting of the Pakistan-China Joint Consultative Mechanism (JCM) of the Political Parties on CPEC. He will also call on the senior civil and military leadership of Pakistan. 

Established in 2019, the JCM of Political Parties on CPEC is a regular consultation mechanism between the Communist Party of China and the political parties of Pakistan. Previous meetings were held on 19 March 2019 in Beijing and on 20 August 2020 virtually. 

At the Third Meeting of the JCM, Pakistan and China will review the progress of CPEC projects, CPEC’s contribution to Pakistan’s socioeconomic development, and its up-gradation and extension for regional connectivity. 

The visit is a part of high-level exchanges between Pakistan and China including between the Communist Party of China and the political parties of Pakistan. It reflects the importance attached by the two countries to further deepen their “All-Weather Strategic Cooperative Partnership”, reaffirm mutual support on issues of respective core interests, advance high-quality development of CPEC, and enhance communication and dialogue on important regional and global developments. 

The International Department of the Central Committee of the Communist Party of China (CPC), hereinafter referred to as the IDCPC , is a department of the CPC in charge of its external relations. Since its founding in 1951, the IDCPC, under the direct leadership of the CPC Central Committee, has conducted international exchanges centering on the key tasks of the Party in various periods. With ever more expanded scope and greater depth in its work, the IDCPC has contributed to the improvement of the Party itself, the reform and opening up process of the nation, and China’s overall diplomatic endeavor.

Since the 18th CPC National Congress in 2012, the IDCPC has acted on General Secretary Xi Jinping’s important thoughts on the Party’s external relations. With a truth-seeking spirit and pragmatic approach, the IDCPC has opened up new prospects in this regard. On the front of contacts with political parties, the IDCPC has established ties of various forms with over 600 political parties and organizations worldwide to serve China’s overall diplomacy. Through high-level exchanges, forums, dialogues, and mutual visits, the IDCPC has carried out a new type of party-to-party exchanges and cooperation. On the front of research, the IDCPC has followed the changing global landscape and stepped up efforts to undertake more strategic research with applicable suggestions on the international situation, regional issues, party politics, development models, and trends of thought by means of, among others, topical study tours and theoretical discussions to provide reference for the decision-making by the central leadership and to serve the needs of state governance. On the front of networking, the IDCPC has built a network for interactions that covers various political parties both in and out of government and people of various sectors to facilitate the sound development of state-to-state relations. On the front of showcasing the Party’s sound image, the IDCPC has communicated to the outside world the CPC’s governance philosophy and policies and has been telling China’s story in its own way to make China’s voice heard and the CPC properly perceived.

The Party’s external work is an important front in the cause of the Party, an integral component of the overall diplomatic work, and a significant manifestation of the major country diplomacy with Chinese characteristics. The IDCPC is fully aware of its glorious mission and responsibility. Thanks to the joint efforts of several generations of IDCPC staff members, the Department has formed a fine work style of loyalty, dedication, truth-seeking, and innovation, and cultivated high-caliber cadres. Going forward, the IDCPC will continue its efforts with a down-to-earth and enterprising spirit to see to it that the Party’s external work becomes an important avenue to promoting the development of China’s foreign relations, an important showcase of the CPC’s sound image in the international community, an important platform for party members and leading cadres to expose themselves to and better understand the rest of the world, and an important channel to draw on international experience for the reference of the central leadership in decision-making.

The visit of Chinese Minister Liu Jianchao from the International Department of the Central Committee of the Communist Party of China (IDCPC) to Pakistan marks a significant milestone in the enduring relationship between the two “iron brothers.” This visit underscores the deep-rooted and ever-strengthening ties between China and Pakistan, further solidifying their comprehensive strategic partnership.

Minister Liu’s visit is set to enhance bilateral cooperation across various sectors, including trade, infrastructure, and defense. The discussions held during this visit are expected to pave the way for new initiatives and agreements that will benefit both nations. This collaboration will not only boost economic growth and development but also contribute to regional stability and security.
