Time to redefine Terrorism. 是时候重新定义恐怖主义了。

Curse of Terrorism is a global phenomenon and threat to entire human kind. Many countries, nations and regions are victim of terrorism severely. It has become a buzz word and very often used as a political tool against rivals. There are many definitions of Terrorism and each one is expressing certain aspect very precisely, like:  Intentional Violence, to achieve political or ideological aims through act of violence, Peacetime or in the context of war violence against non-combatants and civilians, undeclared war against civilians of state, etc.

恐怖主义的诅咒是一种全球性现象，是对全人类的威胁。许多国家、国家和地区都是恐怖主义的严重受害者。它已经成为一个热门词汇，经常被用作对抗对手的政治工具。恐怖主义有许多定义，每一个定义都非常准确地表达了某些方面，如：蓄意暴力，通过暴力行为实现政治或意识形态目的，和平时期或在针对非战斗人员和平民的战争暴力、针对国家平民的未宣战战争等。

Regarding its origin, there it has been cited to French Revolution of the late 18th century. It was more commonly used in the 1970s during the Troubles in Northern Ireland, the Basque conflict and the Israeli–Palestinian conflict. But in the most recently, gained momentum since 9/11 after the twin tower attack in USA in 2001.

The US President of that time Mr. Bush immediately blamed Osama Bin Laden and declared crusade. He has not waited to collect evidences or conduct any investigation, it seems that it was an engineered play and scrip was written well before performance. It looks a false flag operation, to create an excuse to destroy Muslim world. Launched a campaign “War on Terror” aimed to destroy Muslim world.  War on Terror costed millions of precious lives, especially the Muslims, destroyed many Muslim countries totally, injured millions of people, some of them with serious disabilities, made millions of people homeless, forced them to live in refugee camps or immigrate to other countries and live miserable life forever. The most effected segment of the society was children, women and old people.

As a result of war on terror millions of Muslims suffered, not only in the Muslim world, but, even Muslims living in the Western World were also vitalized to a huge extent.  The life has been made difficult for them in Western world, discriminatory laws were introduced targeting Muslims and especial restriction swore imposed on Muslims. Migration rules were amended to punish Muslims, Education was restricted for Muslims, and traveling was made more difficult for them.

Media also played unholy role in damming image of Muslims, fake news were spread, fabricated stories were propagated, photos and videos were photo shopped to distort Muslim’s image. As a result the cases of Islamophobia has grown up in the Western world. If any crime happed anywhere in the world, unholy media immediately try to blame Muslims and term it an act of terrorism, without any evidence or any appropriate investigation. As the Technology has developed to a stage where photo-shop of photo or video or voice recording is very convenient and often used against the Muslims.

媒体也在破坏穆斯林形象、传播假新闻、传播捏造的故事、购买照片和视频以扭曲穆斯林形象方面发挥了邪恶的作用。因此，伊斯兰恐惧症在西方世界愈演愈烈。如果世界上任何地方发生了任何犯罪，邪恶的媒体立即试图指责穆斯林，并将其称为恐怖主义行为，而没有任何证据或任何适当的调查。由于这项技术已经发展到一个阶段，照片、视频或语音记录的照片店非常方便，并且经常被用来对付穆斯林。

The Muslims constitute roughly 25% of the world population, it means every fourth person in a Muslims. There are 57 Muslim countries and are members of OIC (Organization of Muslim Countries), but there is a huge Muslim population living in the non-Muslim countries around the globe. Muslims were major contributor of Science and Technology, trade, Peace and security just a few centuries ago. Muslim world is rich in natural resources, especially oil and gas.

Even today, Muslim world is meeting the global energy demand to a huge extent. Their economic contribution to global economy is a significant, they are major trading partners with the rest of world. Most of developed countries like Europe and America are enjoying on their wealth as most of Oil rich countries keeping their wealth in the Western world.

Interestingly, Western world have never accepted Muslims and Jews from the core of their heart. The Jews faced extremely harsh treatment and were vitalized in 18^th and 19 centuries. Thanks to World Wars, where they got an opportunity to push all Jews out of Europe and America. Under an agreement, they have created a Jewish state in the heart of Muslim world in Palestine and named it Israel. They made all Jews to migrate to Israel and keeping Western World almost Jewish free.

有趣的是，西方世界从未从内心深处接受过穆斯林和犹太人。犹太人面临着极其严酷的待遇，在18世纪和19世纪得到了振兴。多亏了世界大战，他们有机会将所有犹太人赶出欧洲和美国。根据一项协议，他们在巴勒斯坦穆斯林世界的中心建立了一个犹太国家，并将其命名为以色列。他们让所有犹太人移民到以色列，使西方世界几乎没有犹太人。

For Muslim, they opted a different strategy and destroyed them under a false flag operation of 9/11 in 2001. The crusade is still on going and they are finding one or another excuse to destroy Muslims.

The war on terror has damaged the social fabric of the society and has damaged more. Instead of eradication terrorism, the menace of terrorism has grown up. The War on terror was counterproductive and has further aggregated the curse of terrorism, instead.

It is time to redefine the definition of terrorism and we must concave it in a primitive sense. A country from thousands of miles away come to occupy tour territory and force you to change your culture, religion, life style and social norms by gun, and if you resist , you are termed a terrorist. Is it acceptable? I would ask you if I come to your home to robbery, and do not allow you to resist. If you resist, can I call to as a terrorist?

现在是重新定义恐怖主义定义的时候了，我们必须从一个原始的意义上对其进行界定。一个来自数千英里外的国家占领了旅游领土，用枪强迫你改变你的文化、宗教、生活方式和社会规范，如果你反抗，你就会被称为恐怖分子。可以接受吗？我会问你，如果我来你家抢劫，不允许你反抗。如果你反抗，我可以称之为恐怖分子吗？

A typical example is Afghanistan. When local Afghans (Mujahedeen) resisted former USSR’s occupation in the 1980s, they were called heroes by the President of UA, Mr. Regan and entertained and hosted in White house warmly.  But the same people (Taliban) resisted against the US occupation of Afghanistan during 2001-2021, were termed as terrorist.

阿富汗就是一个典型的例子。当当地的阿富汗人（圣战者）在20世纪80年代抵抗前苏联的占领时，他们被UA总统里根先生称为英雄，并在白宫受到热情的款待。但同样的人（塔利班）在2001-2021年间抵抗美国对阿富汗的占领，被称为恐怖分子。

Under the agreement, Jews were shifted to Israel in 1948 from all over the world. It was tiny country with meagre population in 1948. But, gradually, with backing of Western World (UK and US dominantly) pushing Arabs out of their mother land and kept on expansion. Even, today the State of Israel has become a big territory and Palestinians, the son of soil were concentrated into two pocket named West Bank and Gaza, and forced to live under Israeli siege. Even the United Nations Security Council (UNSC) has passed resolutions for Sovereign and Independent Palestine, yet the resolutions were denied by Israel for almost Seven-Decades, and never implemented. If Palestinian resist the illegitimate occupation of their mother land, and demand for their land, are called as terrorist.

In many other part of the world, such examples are numerous, and the aggressor is calling the oppressed people as terrorist. The stronger is calling the feeble as terrorist. It is a time to re-define the terminology of terrorism and definition of terrorist. It is not acceptable that a big power pressurize or coerce a small and weak country.  We need to understand the terrorism in its real sense and conceive in its rational and logical meanings. The Self-protection, legitimate freedom struggle, war against occupation, foreign forces, and illegitimate government, etc. need to be differentiated. Although Security Council – Counter-Terrorism Committee (CTC) exists, but urged to reform it with representatives of all important segments of society, religions, races, ethnicities, small and feeble nations too. CTC to determine the case of terrorism. Unless otherwise, the UN certifies, no one should blame any other as a terrorist. The UN body should study, investigate and after listening to both sides’ arguments, can declare someone as terrorist. The current veto policy should not be applicable and politicization of such committee should not be allowed.

The recently veto of a resolution for ceasefire in Gaza is a black spot on the history of exercising veto power. It is just like to be partner with Israel in genocide in Gaza, historian will record it as the darkest era of using veto power.

There are evidences that some of big power created terrorist organization, funded them trained them, and provided weapons, and then exploited them for their political goals. Once they achieved their goals, they disowned the organizations and labelled them as a terrorist organization. The typical example is ISIS, created by US to achieve its political goals in Syria. There are some other examples too.

Bullying small and weak countries by forming gangs and pulling allies into direct conflict is also a kind of terrorism. Again, the example of Afghanistan, approximately, 58 countries took part in a war on Afghanistan after 9/11.

Covert operation by some of Western countries in the developing countries and underdeveloped countries, especially regime change, assassination of unwanted leaders, supporting separatist movements, promoting violence, especially religious hate, ethnic divide and political turmoil are also considered a kind of terrorism, which is often committed by so called-civilized western world. Interfering in the internal affairs of a sovereign states, meddling politics of other countries, dictating feeble nations, is also close to terrorism.

一些西方国家在发展中国家和欠发达国家的秘密行动，特别是政权更迭、暗杀不受欢迎的领导人、支持分离主义运动、宣扬暴力，特别是宗教仇恨、种族分裂和政治动荡，也被认为是一种恐怖主义，通常是所谓的文明西方世界所为。干涉主权国家内政，干涉别国政治，独裁弱小国家，也接近恐怖主义。

Looking closely around, one can conclude, most of disputes and conflicts ongoing are caused by so-called developed world. Palestine issue, Kashmir Issue, Korean issue, and etc., are the typical examples.

There is a dire need to address the root cause of terrorism, merely excessive use of force is wan counterproductive and failed in the past, and will not be productive in future. Need to identify the core issues and address them. Justice and equality must be respected, human rights must be uphold, UN charter, instead of twisting in some one’s favours, need to conceive and implemented in true spirit. Instead of politicizing the UN, must respect and strengthen the UN. Deep reforms are required to transform the UN an effective body and problem solving platform.

迫切需要解决恐怖主义的根本原因，仅仅过度使用武力在过去是适得其反和失败的，在未来也不会有成效。需要确定核心问题并加以解决。正义和平等必须得到尊重，人权必须得到维护，联合国宪章需要以真正的精神来构思和实施，而不是为了某些人的利益而扭曲。必须尊重和加强联合国，而不是将联合国政治化。需要进行深入改革，使联合国转变为一个有效的机构和解决问题的平台。

It is desired that the scholars, intellectuals, politicians, and researchers may conduct in depth studies and come up with a more precise definition of terrorism, covering inclusive of all aspects and types of terrorism. Once a yardstick is established, then it might be convenient to address it. It is duty of each individual to expose all types of terrorism and contribute toward overcoming this menace from the entire world. However, the challenge is huge, it requires collective efforts to eliminate it permanently. The world must get rid of this curse.
