China is a major Source of Modernizing Science and Technology in Pakistan. 中国是巴基斯坦科技现代化的主要来源.

China and Pakistan are all-weather, time-tested and all dimension friends. Our cooperation in all dimension including cooperation in Science and technology is significant area. Around 30,000 Pakistani youth are studying in China in various field of modern and emerging technologies. China has become top destination for Pakistani youth in acquiring higher education. China’s contribution to prepare a qualified work force for Pakistan to face the challenges of modern world is very significant and valuable. 

中巴是全天候、久经考验、全方位的朋友。我们在包括科技合作在内的各个方面的合作是一个重要领域。大约3万名巴基斯坦青年正在中国学习现代和新兴技术的各个领域。中国已成为巴基斯坦青年接受高等教育的首选目的地。中国为巴基斯坦培养一支合格的劳动力队伍以应对现代世界的挑战所做的贡献是非常重要和宝贵的。

Chinese rapid developments is contributed due to several factors, one of them was its focus and priority of Science and Technology. In the early days of Reforms and open door policies, in the 1980s, China sent its youth to leading universities of the world for higher education, and training. On return, they contributed in the restructuring of Chinese Universities and Education system. As a result, today, several Chinese Universities are among the top 100 Universities of the world and many more are among top 500 universities of the world. With the passage of time more and more Universities are entering into global ranking and improving the reputation globally.

The generous funding and liberal investment of education, turn China into a hub of Research, Development, and Innovation. As a result, China transformed from reverse engineering into innovation and now is a World leader in several emerging technologies. The pace of advancing in technology, will transform China a global leader soon in all Technologies. 

对教育的慷慨资助和自由投资,使中国成为研究、发展和创新的中心。因此,中国从逆向工程转变为创新,现在在一些新兴技术方面处于世界领先地位。技术进步的步伐,将使中国很快成为所有技术领域的全球领导者。

Recently China has new initiatives for International Science and Technology Cooperation:  最近,中国在国际科技合作方面提出了新的倡议:

Science, Technology and Innovation (STI) is an important engine for the development of human society and an important means to address global challenges. At present, the world is undergoing profound changes unseen in a century, and mankind is facing more and more major challenges. More than ever, human society needs international cooperation, openness and sharing, and it needs STI cooperation to explore solutions to global issues, address the challenges of the times together, and to jointly promote peaceful development. To promote open, fair, equitable and non-discriminatory international science and technology cooperation, develop science for the benefit of all regardless of borders, and jointly build a global science and technology community, China puts forward the following International Science and Technology Cooperation Initiative:

科技创新是人类社会发展的重要引擎,也是应对全球挑战的重要手段。当前,世界正经历百年未有之大变局,人类面临越来越多重大挑战。人类社会比以往任何时候都更需要国际合作、开放共享,更需要科技创新合作,探索解决全球性问题的办法,共同应对时代挑战,共同促进和平发展。为促进开放、公平、公正、非歧视的国际科技合作,发展科学,不分国界造福所有人,共同构建全球科技共同体,中国提出以下国际科技合作倡议:

Staying committed to the pursuit of science. We should approach science and pursue truth in the most appropriate way as it should be. We should uphold scientific integrity, respect research ethics, foster a vision of tech for good, and improve global science and technology governance. We should strengthen protection of intellectual property rights, and develop and govern emerging technologies in a more inclusive and prudent manner.

致力于追求科学。我们应该以最恰当的方式对待科学,追求真理。我们应该坚持科学诚信,尊重研究伦理,树立科技向善的愿景,改善全球科技治理。要加强知识产权保护,更加包容审慎地发展和治理新兴技术。

Pursuing innovation-driven development. We should enhance global STI collaboration, build a global innovation network, promote the adoption and diffusion of emerging technologies, and bolster technological innovation cooperation among enterprises to inject new impetus into world economic recovery and growth. Countries should work together to promote connectivity in the digital age, accelerate global transition toward green and low-carbon development, and achieve sustainable development for all.

追求创新驱动发展。我们应加强全球科技创新合作,构建全球创新网络,促进新兴技术的采用和传播,加强企业技术创新合作,为世界经济复苏和增长注入新动力。各国应共同努力,促进数字时代的互联互通,加快全球向绿色低碳发展过渡,实现人人共享的可持续发展。

Adhering to open cooperation. We should be committed to open science regardless of borders and with no barriers imposed, ensure the free flow of STI personnel and resources around the world, increase personnel exchanges and cooperation, and foster an open and free international ecosystem for science and technology cooperation. We will resolutely oppose restrictions or obstacles to science and technology cooperation which undermine the common interests of the international community.

坚持开放合作。我们应该致力于开放科学,不分国界,不设任何障碍,确保科技人员和资源在世界各地的自由流动,加强人员交流与合作,营造一个开放、自由的国际科技合作生态系统。我们坚决反对限制和阻碍科技合作,损害国际社会的共同利益。

Adhering to equality and inclusiveness. We should uphold the principles of mutual respect, fairness, equality and non-discrimination, and encourage all countries and research entities to participate in international science and technology cooperation on an equal footing. We firmly oppose politicizing, instrumentalizing or weaponizing science and technology cooperation, and oppose hegemonic and bullying acts through science and technology under the pretext of national security.

坚持平等包容。我们应该坚持相互尊重、公平、平等和不歧视的原则,鼓励所有国家和研究机构平等参与国际科技合作。我们坚决反对将科技合作政治化、工具化、武器化,反对以国家安全为借口,通过科技进行霸权主义和霸凌行径。

Upholding solidarity and coordination. In the face of urgent global challenges such fields as climate change, health, environmental protection, energy security and food security, countries should work together to boost collaboration and mutual learning among STI entities, advance the implementation of major international science programs and projects, and achieve breakthroughs in major scientific and technological challenges concerning the future of mankind.

坚持团结协作。面对气候变化、卫生、环境保护、能源安全和粮食安全等紧迫的全球挑战,各国应共同努力,促进科技创新实体之间的合作和互鉴,推动重大国际科学计划和项目的实施,在事关人类未来的重大科技挑战上取得突破。

Pursuing win-win outcomes for all. We should uphold genuine multilateralism, explore a new model of win-win global cooperation on STI, and ensure that the STI achievements are shared by all. China will set up a global scientific research fund and increase scientific and technological assistance to other developing countries, so that scientific and technological progress will benefit mankind as a whole.

追求共赢。我们要坚持真正的多边主义,探索科技创新全球合作共赢的新模式,确保科技创新成果共享。中国将设立全球科学研究基金,加大对发展中国家的科技援助力度,使科技进步造福全人类。

Pakistan is a very lucky nation as being close friend, has established cooperation with China in the Science and Technology since 1976. Pakistan Embassy in Beijing and Chinese Embassy in Islamabad has created a post of Science Counsellor to achieve closer cooperation and facilitation of both nations to work together in close harmony to promote cooperation.

Thousands of Pakistani scientists have been trained in China and Many Chinese Scientist have visited Pakistan, a regular exchange visit program is instrumental in promoting close cooperation. China has assisted Pakistan in establishing several high-tech laboratories to up-lift and popularize Modern technologies. Under CPEC, some of latest technologies were popularized in Pakistan. China is a major source of modernizing Pakistan’s technological.

  1. Contribution of China in supporting higher education, science and technology at global level, especially Pakistan, is commendable. A number of my students and junior colleagues have got PhD degrees from Chinese Universities and initiated higher quality research and development activities in Pakistan. It has strengthened the relationship between the two countries. Recently, the National Eco-Security System programme was pioneered by Chinese Academy of Sciences which has been extended to 40 countries. NESS-PAK has been established with a coordinated approach to handle Eco-Security through Environmental Security, Biological Diversity, Food Security, Public Health Security and Livelihood Security. NESS-PAK has been hosted by Dairy Science Park Peshawar and NESS-PAK Research Center will be established at AWKUM University Mardan.
