时事评论:国际反仇恨日 – International Day for Countering Hate

媒体充斥着坏消息,到处都在报道问题。大多数问题都是自我创造的,基于仇恨、歧视、贪婪等。事实上,人类是人类最大的敌人。

巴基斯坦与国际社会一道纪念反对仇恨言论国际日。这一天是重申全球团结一致打击仇恨言论的重要时刻,仇恨言论是仇恨、宗教间不和、歧视、煽动暴力以及针对人民和社区的暴力行为的主要催化剂。

巴基斯坦一直倡导建立一个反对仇恨言论、虚假信息的国际框架,并在基本自由和责任之间采取平衡的做法。世界各地目睹的悲剧性仇恨罪行和事件,是对那些为仇恨言论、诋毁和诋毁宗教人物和象征,以及为伤害少数群体感情的贬损言论辩护的人的明确判决,因为这些言论或言论是基本的言论自由。

在我们自己的地区,受极端分子“印度教”意识形态的启发,BJP-RSS特免开始了一场运动,旨在“清洗”印度的所有伊斯兰遗产,使穆斯林成为二等公民,甚至非公民。随之而来的仇恨言论和随之而来的仇恨犯罪达到了前所未有的程度。在印度人民党高级官员出于仇恨对神圣先知(PBUH)发表贬损言论的背景下,最近呼吁穆斯林“种族灭绝”、国家参与法外措施,以及国家支持的对穆斯林抗议者的严重侵犯人权行为,这些都令人震惊,并受到高度谴责。国际社会必须结束这种可恶的仇恨言论和罪行的肇事者逍遥法外的现象。

事实上,穆斯林是全球仇恨的目标,邪恶媒体已经发起了针对穆斯林的全面运动。他们散布虚假新闻、扭曲的叙述和捏造的故事,以负面宣传穆斯林形象。在言论自由的蹩脚借口下,穆斯林受到侮辱、羞辱和贬低。一些发达国家正式出台了针对穆斯林的移民、签证、教育等方面的歧视性法律。

来自伊拉克、叙利亚、利比亚、也门、阿富汗和乌克兰的难民的待遇有明显的不同。歧视和偏见的程度如此之大,以至于他们也感到羞愧。

然而,伊斯兰教教导宽容、和谐与和平。当穆斯林掌权或处于更好的地位时,他们对世界其他地区的待遇要好得多。不幸的是,当西方正在享受发展、繁荣和霸权时,他们正在羞辱穆斯林。穆斯林希望其他人尊重伊斯兰教,就像我们尊重其他人一样,应该得到平等待遇。

Zamir Awan,泽米尔阿万,笔名:巴铁泽米尔。

现任巴基斯坦国立科技大学中国研究中心副主任。巴基斯坦驻中国大使馆原科技参赞。

泽米尔生于1962年3月1日,80年代在中国留过学。在上海大学获得学士与硕士学位,机械专业。

从2010年,在巴基斯坦驻华大使馆,担任参赞,负责中巴两国之间科技交流与发展科技合作。中巴两国政治关系非常密切,通称“铁哥们儿全天候战略合作伙伴”的关系。科技算战略地位,所以两国也重视科技交流与合作。

泽米尔阿万,利用他在中国学习时学过的知识(包括农业、林业、生物学、健康业、工业、水电、能源、高等教育等等)加强了合作关系。签订了不少合同与协议,推动了不少项目。

他为巴中两国人民之间的友谊做了不少的工作,特别一带一路与巴中经济走廊方面。在他的任期中,在两国关系发展壮大。

从2020年起成为《澳门法治报》时事评论员。

International Day for Countering Hate

The media is full of bad news and everywhere problems are reported. Most of the issues are self-created and based on hate, discrimination, over-greed, etc. In fact, human beings are the worst enemy of humankind.

Pakistan joins the international community in commemorating the International Day for Countering Hate Speech. This day is an important occasion to renew global solidarity for combating hate speech which is the prime catalyst for hatred, inter-religious discord, discrimination, incitement to violence, and acts of violence against people and communities.

Pakistan has been advocating for an international framework against hate speech, disinformation, and a balanced approach between fundamental freedoms and responsibilities. The tragic hate crimes and incidents witnessed around the world are a clear verdict against those who justify hate speech, denigration and vilification of religious personalities and symbols, and derogatory remarks to hurt sentiments of minorities, as the fundamental freedom of expression or opinion.

Guided by the vision of our founding fathers, Pakistan has always been at the forefront of international initiatives for promoting peace, tolerance, intercultural and inter-faith harmony, and respect, both at home and abroad. Based on principles enshrined in our Constitution, the Government has taken a number of steps domestically for combating hate speech whilst promoting fundamental freedoms. Moreover, judicial and administrative avenues have been strengthened in order to provide remedial measures to the victims of hate speech such as the establishment of National Commissions, effective implementation of the Pakistan Electronic Crimes Act, and strengthening of law enforcement agencies concerned with hate speech, and so on. Moreover, curbing hate speech is one of the cross-cutting themes in various National Action Plans.

As we commemorate this day, we are particularly alarmed at the global resurgence in Islamophobia, xenophobia, hatred, and acts of violence against minorities. Even as victims of violence belong to diverse religious minorities across the world, there is a disproportionate growth in hate speech and stigmatization of Muslim communities and individuals, leading to acts of violence.

In our own region, the BJP-RSS dispensation, inspired by the extremist “Hindutva” ideology, is embarked upon a campaign to “cleanse” India of all vestiges of its Islamic heritage and make Muslims second-class citizens, even non-citizens. The ensuing hate speech and consequent hate crimes have reached unprecedented levels. The recent calls for Muslim ‘genocide’, state complicity in extra-judicial measures, and state-sponsored grave human rights abuses against Muslim protestors, in the backdrop of hate-driven derogatory remarks made towards the Holy Prophet (PBUH) by the senior BJP officials, are alarming and highly condemnable. The international community must end impunity for perpetrators of such abominable hate speech and crimes.

On its part, Pakistan will continue to advance the international efforts to protect individuals from hate speech and related xenophobia, intolerance, discrimination, negative stereotyping, stigmatization, violence, and incitement to violence and will reinforce efforts to promote inter-faith and inter-civilizational understanding and harmony.

In fact, Muslims are the target of global hate, unholy media has launched a comprehensive campaign against Muslims. They are spreading fake news, distorted narratives, and fabricated stories, to project the Muslim image negatively. Under the lame excuse of freedom of expression, Muslims are insulted, humiliated, and degraded. Some of the developed nations have officially introduced discriminatory laws regarding immigration, visas, education, etc., for Muslims.

A visible difference was witnessed in the treatment of refugees from Iraq, Syria, Libya, Yemen, Afghanistan, and Ukraine. The degree of discrimination and biases was so huge that they also felt shame.

Whereas, Islam teaches tolerance, harmony, and peace. When the Muslims were in power, or in a better position, they treated the rest of the world much better. Unfortunately, when the West is enjoying developments, prosperity, and supremacy, they are humiliating Muslims. Muslims desire that others should respect Islam, as we do respect others, and deserve equal treatment.
